Jimmy Blacklock (Rep)
Texas Supreme Court Justice
What training, experience, and characteristics qualify you for this position?
The Texas Supreme Court oversees and controls rules and standards for the legal profession. What changes, if any, are needed to provide better protection to the public?
What changes in the judicial selection process, if any, would improve impartiality and public accountability of judges? Explain.
Which responsibility of a Texas Supreme Court justice is your highest priority and how do you intend to accomplish it?
Bachelor's from University of Texas at Austin
Yale Law School
I have spent many years working on important constitutional issues beginning with my clerkship for the U.S. Court of Appeals, then with the U.S. Department of Justice, the Texas Attorney General's Office and as General Counsel for Governor Abbott.
Regulation of the legal profession must continue to protect the public from unscrupulous lawyers. We should consider regulatory reforms that make legal services more accessible to people of modest incomes. Because government regulation increases costs—in law as in any industry—any reform of the regulation of lawyers must account for the rising price of legal services.
Any system of judicial selection is a balance between independence and accountability. Judges are held accountable to the public through elections, but it is also important that their legal judgement not be swayed by political concerns. The Texas Legislature and Texas voters control their Constitution and should be the ones to decide whether to reform judicial selection.
By far my highest priority on the Court is to work hard to apply the law carefully and accurately to every case. Each case must be decided based on the text of the Constitution and the text of the laws enacted by the Legislature. Each case must be given very careful consideration. I will work as hard as I possibly can to serve Texans well on their Supreme Court.
