Peninsula Metropolitan Park District Proposition no. 1

The Board of Commissioners of the Peninsula Metropolitan Park District adopted Resolution No. R2017-007 concerning an increase in the District's regular property tax levy. If approved, Proposition No. 1 will allow the District to fund parks, recreational facilities, access to Puget Sound, enhanced trails and greenspaces, recreation programs, including programs for seniors and vulnerable populations, by restoring the District's regular property tax levy rate to $0.75 per $1,000 of assessed valuation in 2018; setting the limit factor at 106% for each of the five succeeding years; and using the 2023 levy amount to calculate subsequent levy limits, all as provided in Resolution No. R2017-007. Should Proposition No. 1 be approved or rejected?Explanatory StatementIn 2004, the voters approved the formation of the Peninsula. Metropolitan Park District (PenMet Parks)which they funded by levying a tax on themselves at $0.75 per $1,000 of assessed property value. Since then, PenMet Parks has developed numerous parks and recreation- programs throughout the community. During the same time, several factors have limited PenMet Parks' levy rate, which is limiting PenMet Parks' ability to provide parks, facilities and services to the community at the same or greater levels.In the recent survey, citizens asked for additional parks, recreation facilities, more access to Puget Sound, enhanced trails and greenspaces and recreation programs serving seniors and people in our vulnerable populations. This proposed levy lid lift would allow the District to exceed the 1% annual cap for the next 6 years and restore the $0.75 per $1,000 levy rate approved by the voters. The additional funds will be used to improve parks and programs in our community and consistent with the survey results.
