Skagit Fire District 4 and 9 Proposition 1

Skagit County Fire Protection District No. 4 and Skagit County Fire Protection District No. 9 have adopted a Joint Resolution approving the Lakeside Fire & Rescue Plan ("Plan") concerning the creation of Lakeside Fire & Rescue. This proposition would approve the Plan and create Lakeside Fire and Rescue, a regional fire authority, effective January 1, 2018, to provide fire protection and emergency medical services within the existing boundaries of Fire Protection Districts No. 4 and 9. The Plan provides for funding of services by a property tax not to exceed $1.15 per thousand of assessed value and other sources identified in the Plan, transfer of assets, and payment of existing liabilities. Should the Plan to create Lakeside Fire & Rescue be approved?Explanatory StatementIf voters approve Proposition 1, Skagit County Fire Protection District No. 4 and Skagit County Fire Protection District 9 will create a new regional fire authority named Lakeside Fire & Rescue that will provide fire protection and emergency medical services to the areas within District 4 and District 9 effective January 1, 2018. Lakeside Fire & Rescue will be governed by a governing board initially consisting of three elected commissioners from District 4 and three elected commissioners from District 9. In 2021, the Board will be reduced in size to consist of five regional fire authority commissioners. Lakeside Fire & Rescue will initially be funded by a regular property tax levy of $1.15 per thousand dollars of assessed valuation. The Lakeside Fire & Rescue property tax will replace the regular property tax levies of District 4 and 9. The Board of Commissioners of District 4 and District 9 have determined that the formation of Lakeside Fire & Rescue will allow the entities to consolidate resources and more efficiently deliver fire protection and emergency medical services to their citizens.
