Highland Hills Charter Amendment re recall elections

Ballot language: Shall Article VI, Section 3 of the Charter of the Village of Highland Hills be amended to increase the time for setting a date to hold a Recall Election from thirty (30) days to at least sixty (60) days but no more than ninety (90) days?A majority affirmative vote is required for passage.A YES vote approves the charter amendment.A NO vote opposes the charter amendment.LEAGUE EXPLANATION: The Cuyahoga County Board of Elections has asked Highland Hills and several other communities in the county to amend their recall petition filing deadlines. The Board seeks to bring these communities into uniformity with other municipalities in the county so the Board can meet federal requirements for preparing and mailing overseas and military ballots and so it can prepare for early voting, which begins 28 days before an election.

Pro and Con Arguments For and Against the Measure

This charter amendment was requested by the Cuyahoga County Board of Elections to bring Brooklyn Heights filing deadlines into line with other municipalities in the county.

This amendment increases the time between the filing of ballot issue petitions and their submission to voters. But it makes voting abroad--and early at home--easier for all voters in the county and for the Board of Elections.
