4-year term No Salary, some districts offer small per diem for evening meetings. School Board Members or “directors” – are the elected governing body of the school district, serving four-year terms. The school board’s governance responsibilities fall in four major areas: Vision – focuses the work on student achievement through a comprehensive strategic planning process; Structure – provides prudent financial planning and oversight; diligent and innovative policymaking; Accountability – sets specific goals and a process for evaluation, reporting and recommendations for improvements; and Advocacy – champions public education in the local community and before state and federal policy makers. The School Board sets the general policies of the district, which are implemented by the hired professional district Superintendent and certificated teaching staff and personnel. One of the critical duties is the adoption of the district's budget and proposal of any school levies to be placed on the ballot to the people. The commission sets policies and approves all spending via the budget. The council also sets salaries for district employees.

Experience (300 characters max) I have served on the Coupeville School Board for a total of 23 years, first 1975 - 85 and currently since 2004. In between I served 15 years on the Washington State Board of Education, including 2 years as president. I have served on several state education committees as well.
Our fluxuating enrollment is always a major concern, as well as the unknown impact of HB2242.
Research shows that on the whole charter schools do not do any better than public schools. I am a strong advocate for public schools. We enroll every student that comes to our schools, no matter their individual needs.
Testing shows us whether our students are making adequate progress from year to year. I believe we are over testing and over emphasizing state tests. I believe the classroom based assessment is the best indicator of progress, and should not be minimized.
We start middle and high school at 8 and elementary at 9. This works for us. As a small district the strong determinate of our start time is our number of school buses. These times work well for us.
Our graduation rate has been in mid 90% for several years. This year, 2017, it is 98%. We are very proud of our students and the staff who help all achieve this goal.
We believe the best way to stop bullying is to stop it before it begins. This takes the cooperation of student, parent, teacher and counselor working together to mitigate problems or disagreements.
The concept of civics should be included in discussions in all classrooms, and included as a topic of study in US history and contempory issues.
Classroom disruption resulting in student suspension should not be our first option. We must look at dealing with student behavior before it gets to the point of suspension. This means we must see that our teachers are prepared to deal with classroom behavior, and involve parents and counselors before reaching the point of invoking suspension.
