Biographical Information

New Jersey has some of the highest property taxes in the nation. What, if anything, do you propose to lower property taxes?

New Jersey's state pension system has recently been named the worst-funded state retirement plan in the country and is arguably one of our largest financial problems. How do you propose to address our state's pension issues?

How can New Jersey meet our energy needs while protecting our environment? For example, would you support energy conservation, expansion of renewable energy projects, hydraulic fracturing, and pipelines, etc?

What would you do to promote job growth in our state?

I support eliminating payouts to public workers for unused sick leave, encouraging shared services, further reforming public employee benefits and reforming civil service. In 2010, I supported S-29, which imposed a two percent cap on annual property tax levy increases with four exceptions. I also supported A-3393 (S-5) which revised the procedure for police and fire contract disputes and imposed a cap on certain arbitration awards. I support S-3146 concerning unused sick leave. I am a sponsor of a number of bills that will lower property taxes including S-1 which would facilitate shared services, S-1499 which would make various changes to civil service and S-1766 which would permit municipalities to provide information on property tax bills concerning savings through shared services.
I have consistently voted to make payments to the pension system. Since 2010, $8.8 billion was made in payments to the pension system and I supported all of them. In February 2015, a bipartisan commission of financial experts outlined a plan to make the pension systems more affordable and sustainable by reforming them as modern cash balance plans. These are hybrids of the current pension system and a 401(k) style plan.
I support analyzing the increased use of renewable energy sources. Throughout the years, I supported and continue to advocate for energy assistance programs for low-income people.
I am a primary sponsor of legislation, S-186, which would provide a tax credit worth 20% of capital improvements in a manufacturing facility to help keep those jobs in our state.

Reducing the tax burden and making New Jersey more affordable, improving education and reforming the school funding system and improving healthcare quality and affordability. I am the primary sponsor of S-2063 which would index state income tax rates to inflation to stop automatic tax hikes. I am a co-sponsor of S-114 which reduces income taxes 10% over three years. I am also a co-sponsor of S-1932 which creates an income tax deduction for charitable contributions to certain New Jersey-based charities. In regards to school funding, I support reforms to the school funding system that will make it more equitable for all students in New Jersey.
