1) Property Taxes - The people of my district are already paying high property taxes. We live in the county in the US with the highest property taxes, although the NY State property tax cap has helped this problem. However, it remains my priority to hold the line on county spending to control property taxes - not only in the county budget, but throughout the entire year. 2) Economic Development - It is unfortunate that throughout our county, too often we allow developers to decide how they wish to build projects, rather than meet the needs and planning requirements of local and county governments. Westchester does not have adequate regional planning to ensure that we attract smart growth with development projects that actually benefit our existing residents. Allowing developers to build mostly residential development has damaged our quality of life. We must mandate that all future development in Westchester be truly mixed use that includes retail, corporate offices, and open space.
My priorities to enact a balanced budget start with avoiding property tax increases, and we must also ensure that: a) any wasteful or unnecessary spending is eliminated; b) we properly protect essential services for people in need; c) we include the necessary funding for our public safety agencies; d) we have funding to maintain our excellent county parks system and for environmental protection programs; e) our budget complies with standards required by rating agencies to retain our AAA bond rating; and f) we properly fund our county's nonprofit agencies, especially for victims of domestic violence, legal services for the poor and immigrants, and arts programs. Our County Executive and County Legislators must do their best to accomplish the above priorities without raising property taxes, but if we cannot, property taxes should not be raised above the property tax cap in any annual county budget.
