This ballot measure would change the number of votes needed to approve amendments to the North Dakota Constitution. Under current law, constitutional amendments pass with a simple majority of votes cast (at least 50% +1). If approved, this measure would require future constitutional amendments, initiated by citizens or referred by the state legislature, to receive at least 60% of the vote to pass.A YES vote means that you support increasing the approval threshold for future constitutional amendments from 50%+1 votes to 60% voter approval to pass.A NO vote means that you support the current threshold of a simple majority of votes to pass a constitutional amendment.You can find the full text of the measure here.BACKGROUNDIn early 2025, the North Dakota state legislature voted to approve House Concurrent Resolution 3003. This resolution proposed to amend the state Constitution and place the amendment on the ballot in the 2026 General Election for voter approval. The state legislature always needs to get voter approval to amend (change) the state Constitution.
