What are your top priorities?
I have always believed in Public Service. It is important to serve the citizens and to serve fairly. Top priorities will be to control budgets and control the growth of taxes. There will also be the priority for fairness in regards to Planning and Zoning. The development of fair rules governing development of all projects from residential development to industrial projects. It is a priority of local government to develop rules that will allow for fair job and economic development.
What is the biggest challenge facing the county, and how would you address it?
The continuing challenge will always be controlling the budget and taxes. The best way to control them is to prioritize spending, be conservative in the budget, and balance what can be afforded versus what the citizens expect in order to keep a neighborhood that they enjoy.
The best way to achieve this is to make Morton County attractive to business development and other economic development that will hopefully lessen the tax burden to others. Growing the tax base lessens taxes for everyone
How would you address the housing needs of the county?
Morton County works with Lewis and Clark Development in this area. Lewis and Clark Development has programs to assist in housing .
It is difficult for government to mandate certain affordable housing requirements without intruding into private markets and property rights. Any program to increase affordable housing programs will eventually lead to increased property taxes for all others.
Do you expect that the new state law capping property tax budget increases at 3% will impact the county’s budget?
So far this new law has not been a hindrance to Morton County. The new law does make it more mindful that there is a limit. Someday it is possible that this law will be a hindrance, but currently it really has not hindered Morton County.
How would you address the county’s list of infrastructure maintenance projects?
Road maintenance issues never go away. It is again an issue of what the County can afford and how many special assessments the local citizens can afford to help complete a project.
Morton County currently does have a priority list for road projects, park projects, and water issues. The priority list is followed.
The highest priority right now would be the Heart River Dike upgrades in Mandan. The County will work with the Legislature and other water agencies to complete this project.
