What is the biggest challenge facing the county, and how would you address it?
Strengthening rural Cass County economy by identifying solutions for gaps that address community growth, housing and funding for infrastructure. A rural summit is planned for later 2026 to create a dialogue and solutions to move forward on a plan.
How would you address the housing needs of the county?
Government must focus on support an environment of less regulation. There are some community's in Cass County that have have created onerous regulations that add increase cost of construction. County needs to encourage a consistent approach. The planned Cass County Rural Summit planned for later this year will have housing as a priority area to address.
Do you expect that the new state law capping property tax budget increases at 3% will impact the county’s budget?
The 3% cap has impacted Cass County's approach to budgeting. For FY 2026, the County imposed a hiring freeze as first step to address revenues and loss of local control budget flexibility. Recognizing the tax cap allows new growth contributes to overall tax base, Cass County has doubled its investment for economic development with high expectations for a return on investment. Additionally, Cass County has tightened our economic development incentives policy that supports growth.
How would you address the county’s list of infrastructure maintenance projects?
Three approaches. Strategic approach to investing County Highway Fund, Engagement with State legislature on funding opportunities and explore options to expand federal investment with agencies such as Dept of Transportation.
