Reno’s biggest challenge is managing growth in a way that is intentional and works for the people who live here. That means expanding housing at all levels to improve affordability, while preserving our neighborhoods, supporting working families through access to childcare and economic opportunity, and ensuring growth aligns with our infrastructure and neighborhoods. It also requires strong government transparency and fiscal accountability so residents know how decisions are made and dollars are spent. Finally, we must prioritize regional fire coordination and wildfire preparedness to protect our communities as we grow.

I support expanding housing at all levels—affordable, workforce, and market-rate—to meet demand and improve affordability. The City should streamline permitting to reduce costs and timelines while ensuring development aligns with infrastructure and neighborhood needs. We should leverage public-private partnerships and city tools to support true affordability and homeownership. Some projects will require public investment, while workforce housing may need targeted incentives. This must be done with urgency and intentional planning so Reno grows sustainably—we’re not just building units, we’re building a stronger Reno.

I support a coordinated, housing-first approach that prioritizes our most vulnerable populations, including veterans. The City should partner with nonprofits and community-based organizations to pair permanent housing with wraparound services—mental health care, addiction treatment, job training, and case management. Expanding supportive housing, improving service access, and strengthening regional coordination are key. We must ensure accountability and measure outcomes so resources move people from crisis to stability. With the right approach, we can achieve functional zero—where homelessness is rare, brief, and nonrecurring.

In response, the job of Reno Mayor doesn't include my wishes and ability to address them. However. Homelessness, budget, and uneducated voters who think the Mayor has power. So without my manager and the city council The mayors hands are tied.

As I said before. The Mayor of Reno cannot change anything without majority support of the city manager and city of council.

Strategy is in place. I believe it's a funding issue after that.

The biggest challenge is, how do we improve affordability and livability? Tied into that is growing responsibly, and continuing to address budget issues that municipalities across Nevada and the country are facing. I’m focused on a big picture vision that grows affordable housing options, improves downtown, and creates opportunities for parks and small businesses. That is transforming the riverfront: moving the dump and other industrial off the river, and replacing it with a park along the riverbank and mixed use development just beyond. This kind of growth and economic activity can bring life to downtown, and address sustainability, housing, and small business and job growth that our city needs.

1. I have been actively supporting increasing the availability of affordable housing, and am proud to say that there have been over 7500 units of affordable housing that have been approved, completed, and/or preserved during my time on council.

2. My river plan, and ensuring that what is built to take the place of the dump along the river includes units set at different levels of affordability (with specified units for seniors and veterans).

3. The policies that we have put into place that now we turn to ensuring are implemented properly are things like density bonuses (especially along transit corridors), ADUs, and include incentives for developments that have different products like "missing middle" and affordable units at all levels.

The City of Reno's main role in this is housing, and that is where my energies have gone and will continue to go. The City of Reno and Washoe County jointly agreed to fund the construction of CARES Campus, and then that the county would focus on running the campus and wraparound services, and the city would focus on getting affordable housing built.

My main strategy is to find good projects, then help move them through the myriad hoops. I'm proud to have done that on projects like Carville Park apartments and the Clear Acre project with the non-profit Housing Investment Trust of the AFL-CIO. The completed Carville Park, and the in-process Clear Acre projects, are highlights of win-win affordable housing developments I support.

As a long-time resident, I think Reno has been experiencing growing pains that impact our quality of life. Reno leadership should acknowledge the need for every person in the community to not only feel safe, but be safe.

Public safety, specifically police officer staffing across the region, is similar to 1990 levels. With 8 frozen positions and a hiring process that can take up to 18 months, this must be prioritized, and I would move to fill these positions immediately. Downtown is blighted and has 19 empty buildings with no relief in sight. Most of the areas surrounding downtown have seen improvements; now it is time to focus on the heart of the city. Whether restrictions have to be lifted or codes need to be changed, it is time.

Unfortunately, empty land has become an expensive commodity. Therefore, locating usable land is only the beginning. By reducing parking, increasing traffic, and impacting both schools and utilities, the utilization of Accessory Dwelling Units is not the long-term answer. The best answer now is public/private partnerships, changes to zoning restrictions, low-income housing tax benefits, and an economy that can support higher wages to ease the burden of increasing rent. Working with the city attorney's office and the Nevada Legislature put limitations on giant corporations from buying an exorbitant amount of properties in the state, which would ease prices and return the opportunity for ownership to our families.

Compassion with accountability. Homelessness is no longer just a humanitarian issue; it is a public safety concern. During my career in law enforcement, I toured the Cares Campus, and two weeks ago I returned. I was impressed by the services available, including full-time staff, meals, laundry, and showers. Reno is a generous and empathetic community, but it deserves results. Hundreds of millions of taxpayer dollars have been spent. We must hold our systems accountable by ending what does not work. Those in need must accept the help offered or make the difficult decision to move on. Reno can lead with compassion and enforce accountability. It is time to restore safety, dignity, and responsibility for everyone.

Back to Basics Governance I will return City Hall to its core mission: protecting public safety, supporting prosperity, and safeguarding residents. That means disciplined leadership, clear roles, and accountability for results, not politics. Fiscal Responsibility I will budget within our means, prioritize core services, and strengthen long-term planning so Reno delivers reliable services without costly shortfalls or last-minute fixes. Strong Economy & Good Jobs I will support a resilient economy by ensuring predictable processes, attracting good-paying jobs, and helping businesses grow so we can fund services without relying on new fees.

Reno cannot control every housing market force, but I can influence affordability by advancing policies that increase supply, improve attainability, and attract good-paying jobs. I will focus on predictable approvals and practical reforms that help more housing get built. Housing costs are driven by national and regional forces we cannot change. What we can control is whether city policies make housing harder to deliver, more expensive to build, or slower to bring online. I will focus on the city’s real levers: expanding supply, supporting attainable housing, attracting strong employers, and ensuring a permitting process that is clear, consistent, and timely. The goal is simple: remove unnecessary barriers, move projects forward responsibly

Compassion matters, and so does order protecting neighborhoods while connecting people in crisis to real pathways to stability. Reno does not need another plan on paper. We need to follow through on the strategies already in place, with accountability and public standards that protect families, small businesses, and public spaces. Residents are tired of the same conversations and new proposals without measurable progress. We already have the tools, partners, and strategies. What we need now is execution, coordination, and accountability. I will focus on implementing what exists, measuring results, and maintaining consistent standards in public spaces.
