Berthoud Ballot Question 1A Choose 1

MAJOR PROVISIONS: Rezones the Revere property, on the northwest corner of Highway 287 and Mountain Avenue/ County Road 8, from PUD to Suburban Commercial and Suburban Residential. If approved, the ordinance will take effect immediately.BACKGROUND: The 38.3 acres property has been referred to by several names over the course of the last 25 years, including Smith Addition, Berthoud Parkway Plaza, Parkway Plaza, and most recently, Revere. It is identified as Larimer County Parcel Number 94153160001.The tract was annexed to Berthoud in 2000 and zoned Planned Unit Development (PUD) in 2006 as part of the approved Revere Mixed Use PUD Overall Development Plan (ODP) which proposed both commercial and residential uses. The current Revere Neighborhood Master Plan (NMP) designates 5.4 acres for commercial development and the remaining ~ 32 acres for suburban residential development (81 detached, single-family homes) and parks/ open space. The Trustees asked why only 5.2 acres was designated for commercial development when the expectation in 2006 was that most of the tract would be commercial. The developer reported that commercial development increases traffic more than residential, and their analysis of traffic volume on Hwy 287 indicated that that Colorado Department of Transportation (CDOT) regulations would limit retail/commercial development to 5.4 acres. In October 2025, the Revere NMP was approved by the Planning Commission and by the Trustees.The PUD zoning has been phased out by the Town of Berthoud and planning staff recommended rezoning to Suburban Commercial and Suburban Residential which are current zone categories. This was enacted by the Trustees with Ordinance 1363 in October 2025. A citizen referendum petition suspended the effectiveness of the ordinance.The land to the south and west of the Revere tract is in Larimer County and zoned RR2; Hwy 287 is to the east, and the land north of the tract is zoned PUD and has single-family homes with 2+ acre lots.“YES” Vote: If this question passes and question 3A is defeated, then Ordinance 1363 will take effect and Suburban Residential zoning will control the density of residential development. If this question passes and question 3A also passes, there will be conflicting rules for residential density on this tract.“NO” Vote: If this question is defeated and question 3A also is defeated, the tract will remain zoned Planned Unit Development (PUD) and the approved Overall Development Plan (ODP) for mixed use will remain in effect. If this question is defeated and question 3A passes, the density of residential development will be limited to 1 unit per 2.29 acres.
