Personal Biography Born in Old Quindaro and raised in Kansas City KANSAS. Returned home after law school to serve. Former WyCo Ass’t D.A.; Legislative Aide. Currently State Senator (WY) and BPU (Board Chair). Father of 4 adult children and specifically alleged “mentor” to 5 young budding leaders!
Education Howard University (Washington D.C.) Juris Doctorate . Morehouse College (Atlanta, GA) B.A. (English/Political Science)
Community/Public Service Boards: Current- Economic Opportunity Foundation (EOF); Kansas Sentencing Commission. Former- Habitat for Humanity. Yates Domestic Violence Center. Planned Parenthood. American Cancer Society.

What skills, expertise, experience, or competencies qualify you for this position?

If “qualify” is the correct word, many people can serve on the BPU board. I am, honestly, not uniquely “qualified” to do so. However, I believe the public recognizes my, “David HALEY’s”, ongoing ACCESSIBILITY and presence across Wyandotte Co.at meetings,forums..even festivals and funerals..to discuss issues and work to resolve them in EVERY season(campaign or not). My personal phone is a noted matter of public record and Helpful Accessible Leadership Every Year (H.A.L.E.Y.) is so much more than a slogan. It’s what my name has been in our community for almost 40 years. Together we aspire to. Together we are achieving.

What do you believe are the three critical projects or initiatives?

A) Restructuring utility (primarily electric) rates, especially residential (approximately only 1/3 of BPU’s entire load) to reduce the amount of this necessity on our citizenry. B) Expand my efforts to provide better transparency & public access to the BPU. Having ALREADY established audio-visual access to all board meetings (including public ability to bring remarks online or by phone) AND led (leading!) the initiative to”segregate”UG taxes from the actual electric/water usage for independent billing responsibility AND restore full and immediate public access to the CUSTOMER LOBBY (which I, seemingly alone, continue to advocate for). C) Continue to retool utility’s unused properties (like Quindaro & Kaw plants) and new data centers values
