Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Park and recreation districts in Oregon are responsible for providing a range of recreation services including parks, open spaces, pools, and more. 16 years experience as a Public Works Director/City Engineer responsible for Park Maintenance and Recreational Programs, 14 years experience as the responsible engineer for DMC Design Group designing and providing construction support services for public improvement projects for public agencies, including parks, recreational facilities, landscape improvements, streets, water systems, sewer systems and public buildings, and 15 years experience as the responsible engineer for DMC Engineering.

What skills and experience would you bring to this position?
30 years experience as a Public Works Director/City Engineer and private engineer responsible for the implementation, administration, design, construction and maintenance of park and recreation facilities, including golf courses, swimming pools, multi-use ball fields and landscape districts.
25 years experience as the responsible engineer/owner of 2 Engineering firms in California and Oregon specializing in the design and construction of public works improvements including numerous parks and recreation facilities.
Master's Degree in Public Administration specializing in Public Financing.
15 years experience as the Manager of numerous Men's Softball Teams, including the 1993 and 1994 City League Champs in Suisun City.
Do you think there are ways the District’s facilities could generate revenue that are not currently being explored—and if so, what are they?
I certainly do.
1. A stronger marketing effort aimed at reaching new users would increase new interest and revenue from an untapped revenue source.
2. Programs that are costing the RAPRD need to be evaluated and decisions made to possibly redirect resources from these programs to more successful programs or new programs.
3. Private donations from business sponsorship of RAPRD facilities.
4. Concession stands where ever and when ever possible.
I do not believe that tax levies should be used to support operational or staffing costs and should only be used for one time capital expenses.
What are the most pressing needs for the District that you would like to address?
1. Identifying needed, not wanted, recreational services for our constituents. We cannot provide all recreational services to all persons, but we can provide multi-use park and recreation facilities that are well used by our constituents. Higher use reduces per capita operational costs.
2. Reducing fees to users by introducing outside support revenues, redirecting resources to more cost effective programs and implementing an increased marketing effort aimed at introducing new users not using our facilities now.

What skills and experience would you bring to this position?
I have enthusiasm to do good work representing the people of Redmond. I have relevant experience in committee work, collaboration, and organizing from my time spent earning my Bachelor's and Master's degrees. I am passionate about keeping our new facility fully open, and about keeping our parks and outdoor spaces clean, safe, and accessible.
Do you think there are ways the District’s facilities could generate revenue that are not currently being explored—and if so, what are they?
Yes. I think that there are excellent opportunities to break down barriers for current non park users and to generate revenue by building picnic shelters available to rent for a fee at Borden Beck and Tetherow Crossing parks.
What are the most pressing needs for the District that you would like to address?
To ensure there is funding to keep the currently under construction facility open and operational, indefinitely.
