Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.The 267 fire protection districts in Oregon can have different structures and mandates, but all are responsible for funding and staffing fire prevention and safety services, and for managing the budgets of local fire stations.Qualifications: Candidate must be a registered voter or a landowner in the district. What skills and experience, including prior board experience, do you bring to the position?
I bring 28 years of fire service experience, including fire and EMS operations, incident management, and training. I currently serve as a station Captain in Washington county. My educational background is in fire protection technology, and Paramedicine. I am currently working toward a degree in forestry wildfire management.
There are several facets and challenges to the modern day fire service, and I hope to use my experience to ensure that our responders are equipped, and trained to meet the needs of the community. This can be accomplished with fiscal responsibility, planning, and working together. It is my goal to be progressive, and ensure the fire district will successful for years to come.
What do you see as the top priorities for the District, and how would you achieve them?
There are several priorities for the fire district, including staffing, EMS response/transport service funding, apparatus replacement/maintenance, major emergency operations, facility upgrades, and volunteer recruitment/retention.
Funding challenges every public service organization. It takes work by everyone involved to successfully run and operate a fire district. This is accomplished by planning, listening to the community, identifying needs, and having an all-in attitude, and service-before-self mentality. Working together and strong leadership will lead to ensuring the residents of Estacada and surrounding communities are protected, and that the fire district has a reliable response model for years to come.
How do you understand the board’s role in relation to that of the fire chief?
I see the board member role as one that has a pulse on the community, and looking out for the citizens best interest. The role includes holding the fire chief accountable and asking the difficult questions. My primary duty is to ensure that the community is safe, and I will work to support the fire chief and responders so that they can answer the bell. They have to have the tools to do the job, and they have to be able to do it safely. The fire service has changed over the years, and our citizens deserve the best service that can be provided.
