Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Water districts are responsible for building and maintaining the infrastructure necessary to deliver potable water to homes and businesses in their service area. The board manages the budget and administers personnel.Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. What do you see as the main challenges facing the District today, and how would you address them?
Sleepy Hollow Water District sits along the protected Sandy River and it is crucial that we take our responsibility to the environment seriously. I believe access to safe water should be a basic human right, and keeping our water running clean is more of a challenge than folks may expect.
The upcoming years will involve continuing our government-mandated lead-free pipe survey, ensuring our budget is balanced alongside inflation and rising rates, and tackling the inevitable problems (and inconsiderate diggers) as they arise.
What skills and training would you bring to the board?
I come from a background of technology development and management and know how to fit in to any machine. I have been a temporary appointed member of the board for the last year and have learned how our water district functions.
Beyond opening my home (and pantry) to our community for the occasional public board meeting, I've been keeping detailed notes to keep us all accountable. If elected, I will work with residents to come up with a new way to notify folks about upcoming board meetings and their results.
How could the District improve its water conservation practices?
Sleepy Hollow Water District leads the nation in water conservation practices. All residents already utilize specialized, sand-filtered septic systems that return the protected water back into the water table safely. Our biggest priority is continuing to monitor and stop any overuse, like outdoor irrigation. Our community does a fantastic job of policing itself, but we need a better place where our local water regulations are posted for all to understand and reference in case a situation arises.
