Parkdale Sanitary District Director Choose 2

Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Oregon’s 44 sanitary districts provide the necessary infrastructure to treat and recycle wastewater. The board is responsible for budgets and personnel administration.Qualifications: Candidate must be a registered voter or a landowner in the district. ORS 450.045(2)Term: 4 years

What skills and experience, including prior board experience, do you bring to this position?

Co-founder of Parkdale Area Residents Cooperative (PARC), a citizen group concerned with local land use issues. Retired academic-research psychologist with background in statistics and data management. Service as member and president of non-profit boards.

Is the District’s current wastewater processing infrastructure adequate to meet the community’s needs, and what are the most urgent priorities for improvement?

The system barely meets current needs. It severely limits any new hookups. This discourages new businesses or expanding current ones. Our children and families cannot build here because of system limits. There is a need to do the tough work of planning and securing funding so that the system can meet needs twenty years or more down the road.

What familiarity do you have with the legal requirements governing wastewater management and board practices?

During the Parkdale Unincorporated Community Planning process our group PARC organized several community forums where wastewater treatment issues were discussed. I led many of those meetings. I regularly attended Board of Commissioners and Planning Commission meetings, and several sanitary district meetings. I am at ease with numerical data and science, and am willing to work hard to learn what is needed to serve skillfully on the PSD board.
