Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Water districts are responsible for building and maintaining the infrastructure necessary to deliver potable water to homes and businesses in their service area. The board manages the budget and administers personnel.Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. What do you see as the main challenges facing the District today, and how would you address them?
The district's biggest challenge will be the transition to the activation of the Willamette Water Supply Program in 2026. Can we remain stable and effective over the next two years as the program becomes operational, which will send water from Willsonville to over 300,000 homes and businesses in Washington County?
We need to listen to our partners, constituents, and staff and be willing to adapt as needed to meet this moment.
What skills and training would you bring to the board?
I have experience in local and state government, having worked in the Oregon legislature. I serve as a member of the district policy committee, which participates in developing our government relations strategies, helps advise our contract government relations team, and lobbies federal, state, and local government for funding and policy objectives set by the board.
How could the District improve its water conservation practices?
I think a big task for all utilities in the coming years is to figure out ways to help our low-income customers save money on their utility bills. We need to better target our conservation efforts towards those that would see real impacts from conservation.
