It proposes eleven amendments to its home rule charter, the document that sets forth the city’s structure and describes its powers and duties. As a home-rule city, Balch Springs may pass necessary laws and regulations unless prohibited by state law.Adds a provision to bring the Charter into conformity with the Texas Election Code.
