League City Council Position 5 Choose 1

In a Council-Manager system of government like League City has, the City Council appoints a City Manager to carry out the day-to-day administrative functions of the government. The Council’s job is to set policy, formulate the annual budget, and vote to approve or disapprove a variety of contracts and projects. Council members are “at large,” meaning each member represents the entire city, not a specific precinct. Four-year term ending November 2028.

Biographical Information

What training, experience, and background make you the best qualified candidate for this office?

I am the incumbent and Mayor Pro Tem currently. Under my tenure, League City has decreased the property tax rate by almost half, mitigated home flooding, and nominated the 4th safest city in the United States. I've already done the job, very well!

What, if anything, can be done at the local level to ensure residents don’t have to endure lengthy power outages during extreme weather events?

As some citizens may understand, the electrical grid is privatized, so there is very little State or Local control. However, we as a city have already implemented policies and plans with our great public works department to ensure that we work with the state to report and pressure our electrical service providers in this area to stay on top of tree maintenance, which was the major factor for extended outages in our area. This has been accomplished and we intend to follow through aggressively.

What, in your opinion, is the biggest problem facing League City, and what would you do to combat it?

League City is certainly not perfect, but we are as close as any city in Galveston County, we strive for it every day. However, the lingering issue tends to be traffic in some areas, which should be mitigated in a year so with some planned new roads that are already budgeted and scheduled to be built. This should provide the relief that the residents in those areas deserve. We are more than halfway through the 2019 bond projects for traffic mitigation. We've seen drastic improvement though.

If the city received a $5 million grant to use in any way you wished, what would you do with it and why?

Public Safety, Public Safety, Public Safety. Without safety and security, none of the rest it matters.

Biographical Information

What training, experience, and background make you the best qualified candidate for this office?

Combination of three items, work ethic, work experience and education/professional certifications.

What, if anything, can be done at the local level to ensure residents don’t have to endure lengthy power outages during extreme weather events?

Ensure that all new construction have underground utilities to avoid disruption from fallen trees. Provide the power company with a listing of locations with overhead trees that could potentially disrupt power during severe storms. Formalize agreement with CenterPoint Energy and Texas New Mexico Power to ensure accountability on reducing this risk. Provide monthly follow-up with utility of open problem areas not yet addressed. City council and mayor to support the program administration.

What, in your opinion, is the biggest problem facing League City, and what would you do to combat it?

Encourage more commercial/light industrial growth to help balance the explosive growth in residential housing. This would help to offset the potential tax burden on existing taxpayers resulting from the need to expand schools and the growing traffic congestion requiring further infrastructure improvements.

If the city received a $5 million grant to use in any way you wished, what would you do with it and why?

Review all existing services provided by the City and determine what areas require improvements. Review police and fire departments to ensure any shortfalls are addressed. Review infrastructure projects related to flood abatement and drainage to ensure areas of risk are addressed and potentially accelerated. Utilize grant to address areas of improvement to avoid future tax increases or to reduce tax rates.
