What training, experience and characteristics qualify you for this position?

Growing up as a migrant farmworker, the oldest in a family of ten children, I learned to work hard and value the importance of an education. I volunteered to serve my country with the U.S.M.C. and am a proud Vietnam Veteran. During my time in the Texas Legislature, both in the Texas House and Senate, I have been named one of the Top 10 Legislators six times, three by Texas Monthly and three by Capitol Inside. I have the Leadership, Experience, and will continue delivering RESULTS for Senate District 20 and all Texans.

What are the most important challenges facing our state, and how do you propose to address them?

Properly funding our schools remains a top priority. The Legislature appropriated billions of dollars last session to increase teacher pay and for other purposes. Unfortunately, these funds were tied to the passage of a voucher bill that never passed. We must release these funds to our school districts as soon as possible to provide them with some relief. Additionally, we must continue making investments in our infrastructure. With the surplus funds we will have available, we must continue investments in mental health, workforce training, transportation, broadband expansion, the electric grid, & provide a cash infusion to move projects in the State Water Plan forward. These investments would significantly benefit our future generations.

What are your top legislative goals in the next session of Texas Legislature?

In addition to the priorities listed above, I look forward to continuing to work with the Coastal Bend legislative delegation on reforming TWIA. Our families and businesses cannot afford an insurance rate increase. Additionally, I will file legislation to protect the Driscoll Health Plan's role as the health administrator for Medicaid services in South Texas. Driscoll is too important to our region, and any disruption to their services would impact the care of 180,000 women and children and jeopardize important relationships with healthcare providers. My focus will also be on securing funding for local priorities and projects that create jobs, improve our local economy, and enhance the quality of life in our communities.
