Relevant Experience I have been the District 1 alderperson here in Sheboygan Falls for the last 9 years as well as have a diverse employment history which includes 25 years in banking/finance and being a small business owner for five years prior to that.

Why are you running for office?

Since moving to Sheboygan Falls in 2005, I have always been actively involved with various organizations within the City and county. As noted previously, for the past nine years, I have had the honored to represent the 1st District as their alderperson.

While service as alderperson, the council has been able to accomplish a number of things but I feel that we are being reactive versus being proactive in addressing major issues / challenges the city faces and we have not followed through on things that we have said we would do.

Additionally, when I first ran for Alderperson, it was always with the idea that at some point in time, I would run for Mayor. After nine years of being on the council, I believe that I have a very good handle on what needs to be done and also have the skills and background to lead the City and keep us moving forward.

Cite major goals you want to accomplish if elected and how you plan to achieve those goals.

The City has a 20 year comprehensive plan that for the most part sits on a shelf. One of the challenges with a 20 year plan, is that it is too long of a timeframe to focus on getting things done. We need a plan that we can develop specific goals over a much shorter period of time.

If elected, the first thing that I will do as Mayor is to meet with the city leadership from all departments / committees (staff, volunteers and council members) to identify what they feel are the biggest issues or concerns for their specific area. Upon gathering this information, I will work collaboratively with the council to develop a five-year plan that will be the guidepost for the council as we move forward. I will challenge myself and the council to be committed to providing the staff with the tools and resources necessary for us to achieve these goals. This plan will be fluid and will change as necessary to ensure that we continue to move forward.

Two of the items that will be an integral part of this plan will be addressing the City's infrastructure / road needs as well as identifying where the future growth of our business park will be.

Discuss your experience and how it qualifies you for the position you seek.

As noted, I have been an alderperson for the past nine years and have been a small business owner and been in banking for the past 25 years.

As alderperson, I have been the Chair for the Economic Development Committee for the council as well as been on the Finance & Personnel Committee. My experience on the council has provided me with a well rounded understanding of the City and what needs to be done.

From a professional background, I have significant experience with management and human resources through management roles that I have held at various level of organizations that I have worked. When I moved to Sheboygan Falls, I was the District Manager for Wells Fargo and oversaw the eight banks located in Sheboygan and Manitowoc County. As a small business owner, I left my job to operate four retail sporting good store in Wisconsin handling all aspect of the store's operations.

Additionally, I have great planning and organization skills from the roles I have already mentioned but additionally from my employment with the American Cancer Society upon graduation from college. Here I was responsible for planning and organizing numerous fundraising and education events throughout northeast Wisconsin. I have continued to use these skills with my involvement with the Sheboygan Falls Lions Club having been a co-chair to create Oktoberfest and Casino Night here in Sheboygan Falls.

As the executive of your municipality, how will you seek to encourage affordable housing development within your community?

Here in Sheboygan Falls, we have been fortunately to have been selected as the first site for the Sheboygan County Economic Development Corporation's workforce housing initiative. As the Economic Chairperson for the council, I played a role in this process to bring this to fruition.

I believe that as Mayor, it would be my role to work with area developers that are interested in developments here in Sheboygan Falls. As with the three current residential developments that we have going here in Sheboygan Falls, we will need to work with the developers to provide them with incentives through TID financing to help them offset costs associated with the need to put infrastructure into new subdivisions and other overhead cost prior to building the first home.

As the executive of your municipality, how will you maintain and recruit talent within your community?

When it comes to maintaining and recruiting talent to Sheboygan Falls as well as the County, we need to ensure that we are engaged with our local business owners to make our City a place that individuals what to live, work and play. We have the housing developments started but now it is about creating that attraction to make individuals want to be part of our wonderful community.

We are fortunate to be located so close to both Milwaukee and Green Bay which can provide some entertainment outlets for residents but we also need to focus on what we can do right here in our community to provide activities for residents and to attract visitors to our area so that we can thrive.

We have some great activities currently such as Ducktona, Oktoberfest, Summer Concert Series and others but we need to strive to continue to focus on things to pull people into Sheboygan Falls so that they have the opportunity to experience what a great community we have.

We also need to focus on our downtown to ensure that it flourishes and that we can fill the vacant storefronts with business that will attract more individuals to our community.

Chaired Economic Development for five years: spearheading the creation of a new downtown parking lot, restored a great working relationship with Chamber-Main Street (the reason I originally ran), and identified the location and Tax Increment funding for Vision Business Park. 2001 elected Council President by the Council, re-elected for three consecutive years. 2003 chaired Public Safety after an Alderperson resigned. 2004 elected Mayor when I was 36. Notable accomplishments: Vision Business Park, spirit of cooperation, coordination and communication, handled challenges professionally, ethically and without scandals, wrote a referendum leading to the voters approving a new fire truck. 2020 elected to serve on the League of Wisconsin Municipalities board, in 2023 elected 2nd Vice-President of the League

Why are you running for office?

Under my leadership of the City Team, Sheboygan Falls is coming off a fantastic year of economic development. Four new companies developing in Vision Business Park. Phenomenal single family subdivision growth, with over $75,000,000 of new single family homes committed to building in Sheboygan Falls. Evans, the anchor of our downtown, transitioning to the next generation of ownership.

My passion for Sheboygan Falls is only growing stronger, and my energy level is high. As I do every time before I decide to run for another term, I ask City Administrator Shad Tenpas if I am bringing value? His answer was absolutely yes.

I love Sheboygan Falls. The city embraced me when I achieved my goal of being the first totally blind student to attend our high school and cheered me on during my championship wrestling career.

I always remember how hard the team of teachers, administrators, coaches, friends, and family worked to make my high school years positive and successful. This is what gives me a strong desire to give back to the city I love so much. As a young man, I chose to relocate my financial planning practice from Green Bay to Sheboygan Falls. I immediately got involved, joining Jaycees and Chamber-Main Street.

I became Jaycee president in my second year, starting my leadership journey at age 25. My journey progressed to Jaycee president 4x, Kiwanis president 3x, National Association of Insurance and Financial Advisor president 2x, Business Network International president 2x, Leadership in Life Institute graduate and moderator. Also chairing multiple fundraisers: Falls Fest, Kiwanis Packer Pig Roast and the community build of a new play structure in Woodview Park. These experiences, combined with seeing a Council meeting on cable TV resulted in my decision to run for Council, leading to me becoming Mayor.

I took a responsible approach with Vision Business Park; waited until the recession ended, and most importantly, until there were enough increment funds to pay for the roads and infrastructure. I made sure the city was never in financial jeopardy. The result, a well planned business park, 12 companies developing and providing jobs, and a Tax Increment District generating funds to help create the next business park. Repeating the process used to create Vision Business Park.

I tell all Council members that it is okay to disagree, but not to become disagreeable. I work to not let disagreements build into a larger issue. Longtime observers of the Sheboygan Falls City Council can recognize that our meetings are run professionally and members from various backgrounds cooperate.

I present new ideas and ask questions. I listen carefully to all input. Once all of the information is gathered, I am not afraid to make a decision.

I have a proven record of cooperation. I never take the position for granted, setting new goals every year. I maintain a positive vision, build a team culture, praise in public, and when necessary, discipline in private.

During my previous election four years ago, economic development and subdivision creation were my top priorities. We certainly delivered on those priorities. This remains one of my goals over the next two years.

Road improvement projects and funding sources. Fond du Lac Avenue from Oak Street to Rangeline Road will be completed in 2025 with the help of a Local Roads Improvement Supplemental grant. We have applications in for a State Transportation Program Urban grant, and a Local Road Improvement grant for Fond du Lac Avenue from Highway 32 to Oak Street. Poplar and Monroe Street are also identified in our five year street improvement plan.

Hire, or contract with a grant writer. Follow the model of Waupaca, and Howard and Suamico, who have both hired their own grant writer through shared funding sources. They have been successful at obtaining funds. I proposed funding for this in the recently passed budget, but it did not make the final budget. I wrote three successful grants for the accessible kayak/canoe launch totaling $165,656 with the generous donations from the Lions Club, $22,500, and Kiwanis, $5,000, the city funds needed for this project ended up being less than $20,000. The Council just approved applying for two storm water grants that I identified which could result in over $600,000 of funds for the city. There are a lot of federal grant opportunities with the Infrastructure Investment and Jobs Act, and the Inflation Reduction Act.

Start construction of a new dog park this spring.

Work together with our Park Board to partner with the Sheboygan Falls Soccer Club to construct soccer fields on new park land on Bluebird Lane.

Construct a walking path to allow pedestrians to safely walk along Highway 32 from the Happy Lane area into the city. Tax Increment 4 can be used to pay for this,.

Purchase land to either expand Vision Business Park or create a new business park. The Vision Park Tax Increment District 5 is generating the necessary funds to accomplish this. The city has made offers to purchase land, and we worked with a company, who made a significant offer to purchase land. This will be a similar process to the one we used to create Vision Park.

Define a timeline and funding source to purchase a new fire truck to replace one of our aging fire engines.

Community center. I believe it is time for our city to create a community center by either buying an existing building or building new. This is a bold goal, which will take public private partnerships to achieve, along with a capital campaign. The process reminds me of how the YMCA was built when I was a kid.

Finally, be flexible and prepared for the unexpected. There will always be challenges, big and small, that no one predicted or saw coming. I am experienced at working through these challenges by relying on my city team and sticking to my core principles.

Other education accomplishments: Chartered Financial Consultant ChFC designation, Graduate and past moderator of the Leadership In Life Institute, graduate of the Amplify Leadership program, most recently earned a certificate in AI for local government.

1992-2012 Financial Planner: After graduating with a finance degree from UW-Whitewater. I was a successful financial planner for 20 years. Owning and operating my financial planning practice taught me that people’s goals and dreams are just as important as the financial numbers.

2012-present - Motivational and Keynote Speaker: My motivational speaking turned out to be a perfect fit with my Mayor duties. Being my own boss, I was able to plan my motivational talks around my Mayor responsibilities and schedule.

My keynote speech I deliver around the country is, “The Three Success Lessons I Learned by Age 18, and How I continue to Build upon Them. 1. Power of expectation: When cancer took my eyesight at age two, my parents gave me the gift of treating me just like my older brothers and sister, setting the expectation that I would lead a “ordinary” life. 2. The power of goal setting: My definition of a goal is “where dreams and reality combine”. 3. Treat change as a positive: Change is constant, I learned you can either embrace change, or be swept under by change. One highlight of my speaking career led to me testifying at an FDA panel in Washington D.C. to approve a new drug to help the blind community cope with a sleep disorder.

As the executive of your municipality, how will you seek to encourage affordable housing development within your community?

We approved the creation of affordable income apartments for seniors by repurposing the former Middle School into senior apartments. This project also included the new construction of 9 affordable income townhomes for families. This was a complicated project using federal and state historic tax credits to keep the Middle School buildings history intact. WHEDA credits were also used on this section 42 affordable income project.

The Sheboygan Falls School District was able to save $1,000,000 budgeted to tear down the building, redirecting those dollars to other priorities.

When we were approached with a cutting edge idea, I was not afraid to say ‘yes’.

Founders’ Pointe, the new subdivision behind Kwik Trip, represents a groundbreaking approach to community development. This unique collaboration between the City of Sheboygan Falls, Sheboygan County Economic Development Corporation, Kohler Co., Johnsonville, Master’s Gallery Foods, Sargento Foods and Sheboygan County shows how innovative partnerships can result in reasonably priced housing solutions while fostering economic growth. With its emphasis on workforce attraction and community enrichment, Founders’ Pointe is leading the way in reshaping residential projects in Wisconsin and setting a blueprint for the nation.

The down payment assistance program will be funded by private donations and operated by our City for a modest profit. This program will allow those who qualify, the ability to purchase a $315,000 home with a mortgage of $250,000, and an interest free $65,000 down payment assistance loan, which will need to be paid back when the home is sold.

Phase 1 of Founders’ Pointe, 54 homes, is building now, and will complete by the end of the year. Phase 2, another 41 single family homes will start building this year. This is an impressive building pace for Sheboygan County.

As the executive of your municipality, how will you maintain and recruit talent within your community?

We are doing a great job of providing places for people to live, and places for people to work.

The Founders’ Pointe subdivision, which I described in a previous answer, is an innovative public private partnership. This subdivision will help attract people to Sheboygan Falls, and provide much needed employees for Sheboygan County employers.

We have three new subdivisions starting, which gives us an inventory of over 225 single family lots. The result will be an amazing $75,000,000 added to the Sheboygan Falls tax base.

Vision Business Park added four new companies in the last year, bringing the total to twelve new companies in Vision Park.

I receive calls from communities around the state asking how we made all of this happen. It has been my pleasure to keynote housing summits around the state to share our success formula.

In 2020 I was elected to serve on the League of Wisconsin Municipalities board, giving me an even greater ability to promote the interests of Sheboygan Falls at the state level. Helping increase shared revenue to Sheboygan Falls by $220,000, while helping to increase shared revenue for every community in Wisconsin. In 2023 I was elected 2nd Vice-President of the League of Wisconsin Municipalities, putting me in line to be President of the League in 2025, (recognition from leaders across the state, while further promoting Sheboygan Falls).

Without strong public safety, economic growth and prosperity is not possible. We have quality strong Fire and Police departments.
