QUALIFICATIONS: How does your experience prepare you for the duties of this office?
I have been involved in public/private partnerships for 25 years and have acquired the knowledge needed for county government management.
BUDGET: What programs within the county’s budget should be increased or decreased?
We need to fully fund our educational system - public schools, libraries, and Cecil College. Capital improvements on infrastructure is another area that needs increased investment.
DEVELOPMENT AND LAND USE: What changes, if any, are needed in the county’s land use policies?
Increased focus on developing in areas served by public utilities while developing a formula to increase development's financial investment in public schools,
EDUCATION: What steps will you take to improve support for the public schools?
In Cecil County, funding levels above maintenance of effort/local share, is an issue. Community support for public school funding is already there. Government willingness to increase funding is lacking. Increased spending on schools would be a priority because I believe having first class schools is a shared responsibility of county and state government. At this point, the county is not providing its share.
EMPLOYMENT/ JOBS: What steps should the county government take to encourage economic development and job growth?
Some areas to focus on are: an educated workforce, public/private partnerships, and drawing in companies that are compatible with Cecil County's strengths.
AFFORDABLE HOUSING: What steps would you take to increase the availability of affordable housing for county residents?
Work with the development community to increase the amount of affordable housing available to our teachers, deputies and other public servants.
INFRASTRUCTURE: How would you address issues such as traffic congestion, transportation needs, and improvements to public facilities in the county?
Make sure that our planning commission gives increased consideration to the effects of housing development's impact on community services.
