Critical shortage of safe, accessible and affordable housing: Working for Stepping Stones, I became acutely aware of the profound impact of homelessness on individuals and families. Rents and home prices continue to rise. Espousing a “housing for all” approach, a 2023 Dunn County needs assessment showed a strong demand for smaller “starter” homes. Low wages (often less than $15/hour) coupled with rising transportation costs also make it financially challenging for many employees to live close to where they work. Lack of a sufficient variety of housing stock also interferes with the county’s economic growth which relies on the availability of a qualified workforce. I support efforts to improve the county’s housing stock and attract positive economic growth.

Groundwater and the environment: I am an ardent proponent of sensible smart growth that centers around sustainability and protecting the environment. Last year, the Board approved a grant-funded program for countywide testing of private wells. Unlike municipal wells, private wells aren’t subjected to mandated monitoring. Of 973 wells sampled, 11.7% were above the health standard for nitrates, 13.2% had detectable levels of arsenic, and 14 of 22 township sample showed levels of PFAS. While the sources are varied, the fact remains that unsafe levels of contaminants have been found in the groundwater throughout the state. We must ensure that Dunn County residents can be assured of clean and safe water by supporting continuing studies by our Land and Conservation Department.

Economic development: Attracting new businesses and supporting existing local ones depends on a web of interdependent factors: great location, stable workforce, housing, good roads and schools, quality of life, access to healthcare, reliable broadband, an attractive setting, recreation opportunities, a safe and welcoming community. With an interstate running through it, Dunn County checks a lot of the boxes as far as location is concerned. Among the issues to be addressed include increasing support of Dunn County Economic Development Corporation, filling the gaps in the county’s broadband access, making sure our roads are in good repair, and supporting housing initiatives.

Over years of reporting, I’ve observed the effects on the County’s budget of unfunded mandates and continuous declines in state contributions. Borrowing is necessary to fund infrastructure needs when there’s a budget shortfall. The County does a fine job of managing its debt which is well below its capacity to borrow. Raising the property tax levy is calculated on the amount of net new construction in the county, currently low at 1.35%. In the face of restrictive revenue laws, adjusting the levy limit is crucial to ensure sufficient funding to address rising demand for county services – especially in the areas of mental health, roads and bridges. I support a legislative proposal to adjust the limit and expenditure exemptions on public expenditures and economic development.
