What is the most important issue facing Chippewa Couty and how would you address it?

I believe the greatest challenge facing the county today is maintaining the social services while federal and state contributions continually decline. These include programs to aid the elderly, children and recovery services.

What is the second most important issue facing Chippewa County and how would you address it?

The ever-increasing county budgets are a cause for concern. I believe better oversight is required for budgetary reviews. Past budget presentations by department heads have been met with little interest or concern from the current board. One department head even had the comment asking if they even cared. Board members shouldn’t appear as bored members. The budget has grown to over $100 million and deserves a respectful review.

What is the third most important issue facing Chippewa County and how would you address it?

We need to find additional sources of revenue other than tax increases. These could include timber sales, land sales where appropriate and other sources. One such source for other counties has been “Carbon Tax Credits”. This is essentially where corporations that create pollution buy the air produced by large land and forest owners to offset their pollution. We could be selling just the goodwill of our trees. This sounds silly and doesn’t make sense until you realize they were offering to pay $500,000/ year for our forest air. The current board rejected this offer preferring to retain our carbon tax credits. I believe their lack of understanding of this silly, but lucrative market led to their decision. We need more board members who are of these alternatives forms of income.

What are your two top priority areas of concern in the upcoming budget and how would you address them?

Regulatory commitments, (example repairing aged train overpasses), are a large concern. These costs typically haven’t been forecast. We don’t have a choice but to do these. Doing so will always take away from other funding for non-mandatory services such as social services Reduction in federal and state contributions are my next big concern. As the federal and state contributions dwindle, counties are still expected to continue current offers. Something has to give, either drop services or increase taxes, (yuck)!
