Description: The South Dakota State Legislature is the legislative branch of the government of South Dakota. It is a bicameral legislative body, consisting of the Senate which has 35 members, and the House of Representatives, which has 70 members. The two houses are similar in most respects; the Senate alone holds the right to confirm gubernatorial appointments to certain offices. The Legislature meets at the South Dakota State Capitol in Pierre. It begins its annual session of the second Tuesday of January each year. The legislative session lasts 40 working days in odd-numbered years, and 35 days working days in even numbered years. What should our state government do to support access to affordable housing?

Keep regulations as low as possible to help reduce overall cost to building and remodeling. Support grants and other funding for projects that allow the poorest among us to find housing. Support public transportation to access housing areas developed for those who need assistance.

How do you view the initiative and referendum process in South Dakota? Are there any changes to this system that you would support?

I think the system is working well. The intent was always to make it easy for the public to put questions to the voters and we have seen that happen.

How will you protect voting rights while maintaining the security and integrity of our elections?

Keeping our voting system as simple as possible, resisting a residency requirement that make it difficult to establish before an election. The current voting system is working well.

What should our state government do to support access to affordable, quality childcare?

Keep the regulations and cost of licensing as low as possible. Help with grants or other special funding for employers to create opportunities for starting a daycare program. I don't see a way for state tax dollars to be used as a offset the cost of childcare.

What do you see as the most important challenges facing our state?

The rising cost of inflation and the increased cost of construction makes it harder to keep funding all the services provided by the state and maintaining our low tax structure.

What should our state government do to support access to affordable housing?

Affordable housing is essential to economic stability and safety. Our government should work to ensure South Dakotans have access to safe, affordable housing. Permitting and development reviews can make sure new housing projects meet a community's needs. Financial incentives in building projects should be targeted in increase affordable housing stock, not create giveaways to luxury developers. Property taxes should be kept at levels that residents can afford to stay in their home, including seniors and working families. Corporations and private equity ownership of single family homes should not price families out of the market.

How do you view the initiative and referendum process in South Dakota? Are there any changes to this system that you would support?

South Dakota's option for initiatives and ballot measures is an excellent opportunity for citizens to build the government they want. I would strongly oppose any efforts to curtail the citizen's rights to directly create the laws they live under. I would like to ensure more clarity around the amendment requiring each measure address a "single issue." This has been broadly interpreted and used to overrule the will of the people in the past. We also need clearer guidelines on when petitions are due. I would like to create a way to address language in proposed measures that may be unclear or hard to understand without damaging the intent of the measure.

How will you protect voting rights while maintaining the security and integrity of our elections?

I will protect absentee and early voting. I would like to see online voter registration and updates. If we can bank and file taxes online, we can register to vote online. The right to vote is a central part of our democracy. I would like to encourage voter participation and promote involvement. Election integrity is important make sure people can be confident in the results. It is equally important to make sure elections are not tainted by fraudulent votes and that they are not hampered by voter suppression.

What should our state government do to support access to affordable, quality childcare?

I would like to see South Dakota invest in high quality childcare access across the state. Childcare in essential to communities. It makes it possible for children to learn and socialize, parents and caregivers to work, and it is a source of jobs.

What do you see as the most important challenges facing our state?

The most important challenge facing our state is supporting high quality education. We have a shortage of teachers that we could address with better pay and full staffing. We need to make our colleges and trade schools more affordable. We also need to give our young people the opportunity to use their skills in our state and in their communities. This will rebuild towns and cities across the state. Increasing access to education will be a source of jobs and a source of capable citizens in years to come.
