The Board of Trustees ensures the creation of a vision and goals for the district and evaluates district success, adopts policies that inform district actions, hires a superintendent to serve as the chief executive officer of the district and evaluates the superintendent’s success. Trustees also approve an annual budget consistent with the district’s vision and communicate the district’s vision and success to the community. Background: What would you like people to know about you?

My name is Scott Buzbee and I’m originally from New Waverly. I have been an area resident for the majority of my life, but specifically I have been a Conroe resident for the last 18 years. I have a Master’s degree from the University of Houston.

Qualifications: What training, experience and characteristics qualify you for this position?

I have worked at Microsoft for the last 8 years as a Cloud Solution Architect. I believe that I’m uniquely qualified to understand, design, and deliver results through assessing needs, analyzing information, build teams, and delivering common sense decisions.

Opportunities: Based on the District's latest improvement plan, what do you see as the greatest opportunities for improvement and how do you see the Board supporting the improvement plan?

The board needs to ensure that there is a proper framework in place to review, inspect, analyze and optimize each deliverable. Everything needs to be quantifiable.

Supporting Teachers: What do you see as the most pressing issues facing the District's teachers? What actions can the Board take to better support teachers?

The board needs to ensure teachers have classroom resources, training, and input into how their classrooms are run. Incentivizing and retaining experienced teachers is very important to CISD's continuity and I am open to developing new strategies in this area.

Challenges: What do you view as the biggest challenge facing the District in the next four years and what actions will you support to meet that challenge?

CISD faces a growth challenge that is probably the most unique in Texas. The district is being crushed by new students and not only are new facilities a priority, but hiring qualified staff at all levels will is an enormous task. Its exciting, but realistically a big challenge.

Future Voters: Assess how the District prepares students to participate in their country’s democracy and describe what the Board can do to support efforts.

I’m not concerned with the preparation of individuals to vote as much as I am physical act of voting itself. Voting is a right and a privilege. There are many places in the world where the freedom to vote are restricted or non-existent. We should foster and encourage participation - it matters

Background: What would you like people to know about you?

I'm a current CISD Trustee, serving as 2nd Vice President and Head of Audit Committee. My family has lived in The Woodlands for nearly a decade, with two children in CISD. I actively volunteer in schools and mentor students. My focus is student outcomes, safety, and managing taxpayer funds wisely.

Qualifications: What training, experience and characteristics qualify you for this position?

As a CPA, MBA, and Internal Audit Director at a global firm, I bring extensive experience in governance, project management, financial oversight, and data security. My background equips me to handle complex financial discussions and navigate the challenges of school finance, crucial for Conroe ISD.

Opportunities: Based on the District's latest improvement plan, what do you see as the greatest opportunities for improvement and how do you see the Board supporting the improvement plan?

In CISD's improvement plan, I'm focused on closing achievement gaps and enhancing student support services. I would continue to work for securing adequate funding, building community partnerships, and consistently reviewing progress. Together, we can create meaningful improvements for all students.

Supporting Teachers: What do you see as the most pressing issues facing the District's teachers? What actions can the Board take to better support teachers?

CISD dedicated teachers are the heart of our schools, yet they face low pay, inadequate resources, and heavy workloads. I will continue to advocate for better funding to ensure fair compensation, more classroom resources, and support policies that reduce burnout, so teachers are free to teach.

Challenges: What do you view as the biggest challenge facing the District in the next four years and what actions will you support to meet that challenge?

CISD’s biggest challenge, like many districts, is a funding shortfall and deficit budget. Actions taken must preserve CISD’s excellence and protect jobs without raising taxpayer burden. Addressing these issues requires a deep understanding of school finance—a skill I bring from day one.

CISD does well at preparing students, but more can be done. I'll advocate for enhancements, promoting real-world experiences like student government and community service, and supporting activities that build critical thinking. This will better equip our students to be active, informed citizens.

Melissa Semmler (NP)

Biographical Information

Background: What would you like people to know about you?

I have a diverse background as a teacher, administrator, and professor, and I am deeply familiar with the educational landscape. As a committed CISD parent and active community member, I am dedicated to fostering a district that excels in providing top-quality education to every student.

Qualifications: What training, experience and characteristics qualify you for this position?

I have taught high school ELA and have over three-hundred hours of professional development training, including ESL and GT training. I teach English at the college level, and I score the College Board AP exam every year. I have also worked in administration and understand challenges schools face.

Opportunities: Based on the District's latest improvement plan, what do you see as the greatest opportunities for improvement and how do you see the Board supporting the improvement plan?

The district states that the rate of teacher shortage is adversely affecting teacher retention. The board should make sure the district is conducting quality exit surveys for all teachers exiting the district, and address pervasive issues affecting teacher retention.

Supporting Teachers: What do you see as the most pressing issues facing the District's teachers? What actions can the Board take to better support teachers?

Student discipline and school safety issues create an unsustainable level of stress for many teachers. The board can create strong policies for student discipline and ensure those policies are enforced. The board can also prioritize placing peace officers on every campus.

Challenges: What do you view as the biggest challenge facing the District in the next four years and what actions will you support to meet that challenge?

The rate of growth in CISD is one of the highest in the country. This creates challenges with infrastructure and staffing. We must retain the teachers we have, plan for growth, and create incentives to bring talent to the district.

Students take rigorous history classes, but it would be helpful to involve them in the rich political atmosphere that surrounds CISD. Many in the area, including those on the Township Board, our state reps, and our county commissioners, have kids in the district and could provide hands-on learning.
