The Kansas House of Representatives is the lower house of the legislature of the U.S. state of Kansas. Composed of 125 state representatives from districts with roughly equal populations of at least 19,000, its members are responsible for crafting and voting on legislation, helping to create a state budget, and legislative oversight over state agencies.

Personal Biography Robert Collins is an attorney with more than two decades of experience protecting the public interest through law, public policy, and government service. He has helped author Kansas laws, advocated for nonprofit organizations, fought fraud, and represented vulnerable populations. His work has helped recover more than $2.3 billion in taxpayer funds. Robert believes government should be a careful steward of public resources and serve the people.

What makes you the best candidate for this position? What skills, expertise, or competencies qualify you?

My experience in law, public policy, and nonprofit leadership has prepared me to develop effective public policy, build consensus, and deliver practical solutions. I understand how state government works, how to bring diverse stakeholders together, and how to turn good ideas into meaningful results for Kansans.

What are Kansas's three most important issues, and how do you intend to address them?

Kansas faces many important challenges, but three stand above the rest: affordable and accessible healthcare, meaningful property tax relief, and strong public schools. I support expanding Medicaid to increase access to healthcare and strengthen rural hospitals. I have outlined a multifaceted property tax relief plan that address the structural causes of rising property taxes while protecting the strong public schools and community services Johnson County families depend on. I oppose diverting public dollars to private school vouchers and will work to fully fund public education and special education.

How would you make it easier for Kansas citizens to follow bills as they flow through the legislature? What, if any, changes would you propose in the “Gut and Go” process?

Government of, by, and for the people depends on transparency and meaningful public participation. Kansans should not have to be legislative insiders to know what their government is doing. I support practical improvements such as plain-language bill summaries, email and text alerts, side-by-side amendment comparisons, and clear notice whenever a bill is substantially rewritten. I welcome the opportunity to end the "Gut and Go" practice and ensure meaningful public notice, hearings, and opportunities for public testimony before legislation is passed.

Would you support changes to Kansas election laws and voting systems? Why?

I would not support changes to Kansas election laws or voting systems based on unsubstantiated claims. Based on the proposals I have seen, most have been focused more on obstructing the rights of lawful voters than addressing problems for which there is no credible evidence. Having served as an election worker in multiple election cycles, I have seen firsthand that Kansas elections are remarkably secure and protected by rigorous safeguards. If credible evidence identifies a problem, I would consider proposals supported by evidence. Public policy should be guided by facts, not speculation or misinformation. I will always protect both election integrity and every Kansan's fundamental right to vote.
