Personal Biography Webster Roth has been a resident of Winfield since 1981.
Community/Public Service Before moving to Winfield Web was honorably discharged from the Navy in 1978. 32 Years woking for the State of Kansas. Retiring from the Kansas Soldiers' Home in 2013.
Education Web’s education includes an Associates degree from Cowley County Community College, an undergraduate degree, a Bachelor of Science in Business Quality Management and a Master’s Degree in Business Administration from Southwestern College. Web is also a Certified Public Manager and one of the past presidents of the Kansas Society of Certified Public Managers.

What makes you the best candidate for this position? What skills, expertise, or competencies qualify you?

My educational credentials are strong and working for the State of Kansas for 32 years and being a Certified Public Manager gives me great insight into the workings of the State. Now that i have been a Representative for 4 years I am well poised to make a significant difference in the legislature should I be re-elected..

What are Kansas's three most important issues, and how do you intend to address them?

Property taxes are the main issues with voters in my district. My position is that we do away with property taxes and find a different way such as a general tax that captures tax money not only from our citizens but from those that visit our state as well.

Transportation Infrastructure - we need to make sure we are keeping our roads maintained and safe and widening thoroughfares where needed to improve traffic flow.

Safety - in this day and age there are many threats to all citizens and we must keep them informed of the online threats, threats from telemarketers, and many other threats of this day and age.

How would you make it easier for Kansas citizens to follow bills as they flow through the legislature? What, if any, changes would you propose in the “Gut and Go” process?

There are already several internet outlets for following bills. I am not a fan of gut and go but also not a fan of bill bundling and I would like to see changes to those.

Would you support changes to Kansas election laws and voting systems? Why?

Only when needed and necessary to protect the value of our vote.
