Megan Phillips is a licensed clinical psychologist and behavioral health executive who has dedicated her career to expanding mental health access for Kansans. A proud Overland Park resident, she moved her family here for the exceptional public schools and tight-knit community — and has seen firsthand how strong education and mental health resources transform lives. Megan works at the state level to improve psychiatric care systems that are chronically underfunded. She is running for Kansas House

What makes you the best candidate for this position? What skills, expertise, or competencies qualify you?
I bring a rare combination of professional expertise and personal investment in this community to the table. As a Kansan by choice, I moved here for the amazing public schools, and I watch my children benefit from the educational support, passionate teachers, and dedicated administrators every day. I have a direct personal stake in protecting the resources that make our community and our schools great. I am not a career politician. I am a neighbor, a professional, and a mom who saw her community under threat and decided to do something about it.
What are Kansas's three most important issues, and how do you intend to address them?
Schools and property values: My opponent wants to dismantle the institution that oversees the schools your children attend and that your property taxes fund. That should concern every homeowner in this district.
Mental Health Care: When people can't access mental health care and end up in crisis, they end up in emergency rooms, in jails, and in state hospitals — all of which are far more expensive to taxpayers than early intervention. Smart investment in mental health saves money.
Healthcare: Healthcare affordability isn't just a poor person's problem. Even with good insurance, out-of-pocket costs and prescription price expenses are squeezing middle-class and upper-middle-class families. I want to address these system failures legislatively
How would you make it easier for Kansas citizens to follow bills as they flow through the legislature? What, if any, changes would you propose in the “Gut and Go” process?
I would push for a mandatory waiting period before any substantially amended bill can receive a final vote. Legislators should not be voting on bills they haven't had time to read. If a policy can't withstand public scrutiny, it shouldn't become law
Would you support changes to Kansas election laws and voting systems? Why?
Yes, I would like to see Johnson County reverse its closure of precinct locations and I would like to see an expansion of vote by mail programs so that seniors and people with disabilities are not disenfranchised.
