The Kansas House of Representatives is the lower house of the legislature of the U.S. state of Kansas. Composed of 125 state representatives from districts with roughly equal populations of at least 19,000, its members are responsible for crafting and voting on legislation, helping to create a state budget, and legislative oversight over state agencies.

Personal Biography My family and I have lived in Kansas for the past 50 years. We have lived in the Wichita metro area for the past 25 years. My wife and I have four adult children who graduated from Kansas public schools. Prior to my retirement, I served as a public school educator for the past 44 years. The last 18 years I served as superintendent in Haysville USD 261.

What makes you the best candidate for this position? What skills, expertise, or competencies qualify you?

I will listen to my constituents. I will not simply do what the party directs me to do. I understand that creating quality legislation requires reaching across the aisle from time to time to do what is best for the people of Kansas.

What are Kansas's three most important issues, and how do you intend to address them?

Affordability. I will work with other legislators to help all Kansans to prosper. Property Tax Relief. The current legislature has had 10 years to pass legislation to provide property tax relief for Kansans. Thus far they have failed to do so. I will work with other legislators to pass meaningful property tax relief. Fully Fund Public Schools. Having served as a Kansas school superintendent for 36 years I have an insider's expertise to help craft a new school finance formula that will ensure the success of all students.

How would you make it easier for Kansas citizens to follow bills as they flow through the legislature? What, if any, changes would you propose in the “Gut and Go” process?

I believe that the legislature should provide a clear road map for how each bill that is up for consideration has moved through the legislative process before a final vote is taken. This should be freely available on the Kansas Legislature website.

Would you support changes to Kansas election laws and voting systems? Why?

I believe that voting is one of the most important rights we have. I will support legislation that ensures free and fair elections that do not suppress the vote.
