Biographical Information

Personal Biography My name is Jeff Bryant and I am the BPU board representative for the 3rd District. My wife and I were born and raised in KCK and have raised our family in the Turner area. For over 37 years, I have worked for Plastic Packaging, which is a KCK manufacturing business in the Muncie area. My ties to the 3rd District are very strong, and I am honored to represent the citizens of Argentine, Armourdale, Rosedale, Turner, Morris, and Muncie.

Why are you running for this position, and what particular experience, skills or resources will you be able to bring to it if elected?

My job in costing has helped me to learn about watching how dollars are spent, and I bring this skill to the BPU. Spending money to insure we have safe water and reliable electricity is necessary, but I want to make sure we are getting our biggest bang for our buck.

The citizens of this city deserve a representative they can reach. I attend a wide range of neighborhood meetings, community gatherings, and other events for the opportunity of meeting more of our city’s residents. I feel this is a good way to stay connected with the people I serve. By having meaningful conversations, I find out the issues and concerns that need to be addressed at our utility.

I believe the BPU is at a critical point, and we are laying out the groundwork for the future of our city. There are many projects that need to be completed, and it will be important to get these across the finish line in budget.

What is the most pressing need that the BPU Board should be addressing?

Customer service is the face of the utility that the public most often sees. This is one of the hardest areas to change, as it deals almost exclusively with people. The board has approved a variety of new programs, designed to offer customers more ways to pay, extended lobby hours, and hardship assistance. There are more in the works, but it cannot stop there. The utility must strive for unparalleled personal service, every day. The board must give clear direction to staff with information we receive from all of you.

What steps should the BPU board take to appear more accountable and transparent to customers?

With limited media access, it is imperative that the board takes the message to the people. The citizens of this city deserve a representative they can reach. I attend a wide range of neighborhood meetings, community gatherings, and other events for the opportunity of meeting more of our city’s residents. I feel this is a good way to stay connected with the people I serve. By having meaningful conversations, I find out the issues and concerns that need to be addressed at our utility.

The state of Kansas will be doing a study of retail electric rates in 2020. How do you think BPU will be rated in that study?

I believe we will be in the middle of the pack, which will be a good showing for a utility of our size and demographics. We are shouldered with supplying roughly 17% of our revenue back to our city in the form of PILOT fees and in-kind utilities. This burden is much higher than other utilities, but necessary to maintain a lower personal property rate for the homeowners of our community.

It is reported that about 45% of BPU’s power is generated through renewable sources. In your opinion, is that adequate? What else should BPU do to expand its use of renewables?

The number is actually closer to 49%. While it is the most of any municipal utility in the state of Kansas, it is just a start. I foresee additional clean energy being added, but much like the present pieces, it must be done in a fashion that is affordable to our citizens. The board has directed staff to keep their eyes and ears open for additional opportunities that would allow us to continue to lower our need for fossil fuels.
