1. What qualifications and experience do you bring to this office?

As a home-grown native of my district, I am no stranger to the roots of the issues plaguing our community. In my career of public school education, I face those issues head-on, while determining alternative solutions that will give students and their families opportunities for success. I am experienced in speaking up for the average Memphian, partnering with organizations of change, and supporting efforts to move the ENTIRE district forward. I have exemplified these actions through my established nonprofit Our Grass Our Roots (OGOR), and my constant dedication to the community.

2. What do you see as the top two issues facing this office and how do you plan to address these issues?

1. Crime- More youth activities and programs, reentry program assistance, being more informative about expungement processes, more active patrolling, supporting PJAs and other crime deterrent groups, and workforce training. 2. Poverty- lessened sales tax, workforce training, vocational training for youth, oversight of PILOT and tax abatement programs, reliable public transportation and funding for homelessness.

3. How do you plan to involve citizens in the decision making process of this office?

I plan to be transparent, honest, and fair with the citizenry of District 7. Townhalls and brain storming sessions would be held frequently to inform neighbors of new legislation and proposals, but also to glean ideas about progression in our district. I would be accessible and visible, so that I could maintain the trust of those who voted me into the position.

1. What qualifications and experience do you bring to this office?

With over 25 years of experience in juvenile/criminal justice, mental health, social justice, and veterans policy, Thurston is uniquely positioned for the role of Memphis City Councilman. A U.S. Veterans Affairs retiree, Thurston has served in the roles of Congressional Liaison, Outpatient Manager, and Employment Services Supervisor. He’s a licensed counselor, certified mentor, and professor at Southwest Tennessee Community College Department of Education, Criminal Justice, and Human Services, and is a Shelby County Schools volunteer.

Thurston has served five years on the Shelby County Juvenile Justice Consortium, currently serves on the Tennessee Community Resource Board for the Tennessee Department of Corrections, Shelby County Commission Community Health Advisory Committee, and is a U.S. Treasury Department federal advisory committee member. Thurston also served as advisor to the Shelby County Commission in its appearance before the U.S. Department of Health and Human Services.

2. What do you see as the top two issues facing this office and how do you plan to address these issues?

Among other challenges, the top two issues facing this office include an unprepared workforce and the disproportionate delivery of city services within underserved communities.

In addition to strong legislative advocacy for minimum wage increases ($15.00 per hour), I plan to create strong workforce development initiatives throughout the district. With an emphasis on jobs development, jobs-training, career planning, and job-readiness, and vocational and academic skills-building, through official ordinance and special resolutions, I intend to establish partnerships between our municipal government and local post-secondary colleges and universities for district residents. Thinking beyond the realm of general labor, we must develop programs that bolster jobs-development and prepares our citizens for long-term careers. I will forge memorandums of agreement between the City of Memphis, governor's office, Shelby County Schools, and local colleges to create "school-to-work" initiatives.

3. How do you plan to involve citizens in the decision making process of this office?

2nd response for "top two issues facing this office":

Maintaining a strong and viable presence within the district is absolutely critical to ensuring that both underserved and impoverished sections of the community are prioritized. Upon election to office, I intend to conduct a district-wide environmental assessment and survey.

My plans to involve citizens include the establish of a municipal minority affairs caucus, LGBT caucus, women's caucus, to name a few, and nominations of district residents to various city boards, commissions, and special committees. Additional strategies for citizen engagement include monthly district (and community) forums, district-wide electronic bulletins, and monthly "Meet Your Councilman" days, with tours of Memphis City Hall. I also intend to bolster citizen input by strengthening the role and scope of various boards and committees, such as the Citizens Law Enforcement Review Board (CLERB), Parks and Recreations, and Environmental Committee
