Personal Biography Tom was born and raised in Hutchinson and graduated from Hutchinson High School in 1993. Tom earned his BA from the University of Kansas and a MBA from Rockhurst University. Tom has been in banking in financial services for over 16 years with local financial institutions. Tom has lived in Overland Park for over 10 years with his wife, Lizbeth and two children.

1. What do you believe are the three critical projects or initiatives that will move your city/district forward?

First is Forward OP, this initiative is helping our community build its vision for the future. Forward OP could be something that brings people together for the betterment of our city. Second is the continued focus on our infrastructure. As Overland Park continues to grow our infrastructure must be maintained and improved in order to live up to the standards our residents deserve. Lastly, public safety. Our residents deserve a safe place to live and raise their families. I want to ensure our police and fire departments are appropriately staffed and equipped to keep us safe.

2. What skills, expertise, or competencies qualify you for this position?

I have over 20 years of business, management and leadership experience. I have worked with budgets, strategic planning, leading teams and served in governance roles. As a banker I have learned how to work with individuals and business of all sizes; from small entrepreneurial start-ups to global Fortune 100 companies providing the solutions needed to help them succeed.

3. What specific actions should your city take or continue to insure affordable housing is available?

Housing affordability is an issue no one community or city can solve on its own. Overland Park should work with all stakeholders to explore solutions that address housing affordability. Bringing stakeholders to the table will ensure voices are heard, input is received and ideas generated so the best decisions can be made that do the most good.

4. Shawnee, Olathe, Lenexa, Overland Park candidates: Should your city adopt a non-discrimination ordinance that provides legal protections for LGBTQ+ individuals?

I am a strong supporter of equality and believe everyone should be treated equally under the law. I look forward to when comprehensive non-discrimination is the law of the land and applies to all.

Personal Biography I am a 6 plus year resident of Overland Park, and a 21 plus year resident of Johnson County. I meet my wife twenty seven years ago and just recently celebrated our twenty first anniversary . My business is in the service industry, and has been in operation for over twenty five years, it provides installation services for Office furniture and furnishings. I am a USA Rugby Referee Coach and was a World Rugby Licensed Educator.

1. What do you believe are the three critical projects or initiatives that will move your city/district forward?

The first is giving the residents more voice in the governing process of the City. Passing the Open Microphone Ordnance will provide the platform for Citizens input. The Open Mic should be at all Council, and Committee's meetings. Secondly, The City is required to spend their reserves when that number reaches above a specified threshold. The City needs to improve the tracking process, and ensuring that E Commerce is being fully collected. Continuing to dip into reserves in the long run can pose a risk to the Credit ratting. Third, there are two issues that come hand in hand, flooding and infrastructure. The City has failed to adequately address the flooding on Indian Creek. Improvements to infrastructure will be necessary to allow the Flooding to be adequately addressed. Infrastructure on Metcalf North of 91st Street needs to be improved. The City did not use any vision when approving the corridor. All new development should have had larger setback from the street.

2. What skills, expertise, or competencies qualify you for this position?

As a business owner, I understand the issues that confront business in all aspects, financial, personnel, providing services, cost analysis, maintenance of equipment and vehicles. I have been on Governing Bodies for an International Olympic Committee recognized sport. Being involved with the writing of Policy and Procedures for all aspects of operation of Leagues, disciplinary, finance, payroll, and taxes.

3. What specific actions should your city take or continue to insure affordable housing is available?

Since the State of Kansas doesn't have any laws about affordable housing currently. It also appears that they are not moving in the current legislature to address this issue. It has now become time for the City to address this issue. The City should develop an Ordnance to use for development that involves multi- family housing. That a certain number of the housing units being built are set at a rate for those that qualify on an income basis. Additionally, included in the ordnance, there should be wording that would have the City employees, Police, Fire, EMT's and Teachers who teach in the City have a chance to live in these developments. The ordnance will also need to address existing developments as well. The economic impacts could become an issue for companies to hire the necessary personnel to operate their business. Since not all employment pays a living wage and many need to work multiple job and need to be close.

4. Shawnee, Olathe, Lenexa, Overland Park candidates: Should your city adopt a non-discrimination ordinance that provides legal protections for LGBTQ+ individuals?

Yes, At the Committee meeting on September 4th. I spoke to the Committee, and voiced my approval of the City adopting the Ordnance. It is the City's responsibility to protect it's citizens, those individuals who work in the City, and visit the City. Passing the Ordnance is good economic policy for the City. This will enable the City to recruit Companies to move to the City. Employer's want to know that their employees will be protected.
