David Cadd was born and raised in upstate New York until his teenage years when his parents sold their farm and moved the family to Florida. Right out of high school, David entered the Marine Corps, where he served for thirty years. During his Marine Corps career David was stationed in Beaufort on two separate occasions. Under the current tax system, we enter the millage rates set by municipalities, special purpose districts, county leadership, and the Beaufort County School Board, then run reports to verify that all information is correct. This information is transmitted to the county office responsible for collecting your tax payments. Once funds are collected, they are transferred to the County Finance Department, which distributes them to the appropriate agencies. The only way for money to be transferred to another entity is through a request made by or to the County Council.
The auditor's office assesses only personal property. We accept appeals for all personal property. We are required to use the values provided by the Department of Revenue, but if a lower value is found, we will use that value for the taxpayer. The appeal process is available on our website, and additional information is on the back of the tax bills. The assessor's office assesses real property (houses and land). Under South Carolina law 12-39-350, the auditor is required to accept the assessor's values for real property and all values from the South Carolina Department of Revenue (SCDOR). If anything in our numerous reports we run appears incorrect, we will notify the assessor's office or SCDOR for review.
Having the word 'auditor' in the office title tends to confuse taxpayers. The county auditor has no authority to audit any collection or distribution of county funds. An audit of county funds and expenses was attempted by a previously elected official, resulting in county-funded lawsuits. The auditor's office is responsible for assessing all personal property and ensuring that millages, fees, and values provided by State agencies, the county, municipalities, and Special Purpose Districts are included on the county tax bills.
My priorities for the auditor's office are to continue improving communication with residents, increase residents' ability to find and complete all required documentation, and make this office more accessible. I will continue striving to reduce the auditor's office budget to lessen the tax burden this office places on its taxpayers. I am obsessed with justice and fairness for all taxpayers. I will continue to ensure taxpayers receive accurate assessments for their personal property taxes, that no taxpayer is treated unfairly, and that equity in taxation is maintained.
