The Board of Commissioners consists of five members, each elected for four-year terms. Terms of the Commissioners are staggered: three Commissioners are elected during one election and two Commissioners elected two years later. Municipal elections in the City of Havelock are non-partisan and at-large, meaning the Commissioners do not represent districts, but rather serve the entire city population.Havelock operates under the Council-Manager form of government where the City Commissioners serve as a board of directors and set policy and direction for the city. This board is led by the Mayor who does not vote on issues unless there is a tie. The Mayor serves as the ceremonial head of the government and presides at all meetings of the Board of Commissioners.

I'm a havelock resident that pays utility bills in this city. I've analyzed the financial statements of every city in the county and Havelock residents are paying a higher percentage than every other city and town in every aspect.
1) The Utility Bill. The flat fees have to drop, drastically. The flat fees must also be separated from the usage price hikes.

2) Property Tax. The city overtaxed the residents by 40 cents per $100. This drop would bring Havelock down to the county average.

3) Water and Sewer Infrastructure. We must ensure no pipes flood any of our streets during any heavy rain events.
The current plan is to raise utility prices 7.5% every year. This will double our utility bill in within ten years. The city was already making a 30% profit in 2025. I will discuss with the commissioners and city staff an acceptable number to have in the water and sewer funds, then bring prices down to cost once reached.
High property taxes and utility cost also deters businesses. Operating cost within the city are higher than the surrounding areas. How can we attract business if businesses have to pay more to be here.
