VOTE411 Voter Guide

US HOUSE OF REPRESENTATIVES DISTRICT 02

Each state receives representation in the US House of Representatives in proportion to the size of its population but is entitled to at least one representative. There are currently 435 representatives, a number fixed by law since 1911. Starting in 2024, NC has 14 members of the US House; the NC State Legislature changed the district boundaries in October, 2025. The House shares with the Senate responsibility for all lawmaking within the United States. For an act of Congress to be valid, both houses must approve an identical document. Each representative serves a two-year term. There are no term limits.

I am a retired chemist and college professor. Doctorate from N.C. State. For more than thirty years I taught chemistry — in North Carolina, Texas, Micronesia, Hawaii, Kazakhstan, and Iraq — and I watched how science is used and misused. I have seen industry solve a problem at the bench, and I have seen academic departments water down a course because students cried. I have seen grant language replace an experiment. I kept the standard. Students who could work a problem were the point. That is the skill I bring: read the data, keep the units honest, and say when a program is advocacy dressed as science. I am a conservative prolife Republican, who is thankful our US Government and the US Constitution was set up to care for, and protect all.
I would be one vote among 435, and one of about 220 House Republicans. I cannot run Wake County from a desk in Washington. The first-year work is to shrink the size and scope of the federal government in state, city, county, and local affairs, and put responsibility back where the Constitution left it. End rules that only copy what Raleigh and the counties already enforce. I will also vote to put the National Science Foundation back on its original job: real hard science that the country needs, not agenda-driven fluff dressed as a grant. Merit and results. Not a grievance office with a lab coat. That is what a freshman can actually do: vote the scope down, and vote the science straight.
Cheap power, cheap building, and a federal government that stops spending money it does not have. License the plants that run to generate electricity, nuclear fission, and natural gas (even fracked), so a family can heat and cool a house without a green surcharge and reasonable LOW prices. Electricity above 15 cents per kWH is robbery from the middle and lower income Americans. Keep the tax code tilted toward lower taxes for middle and lower income folk, and a flat rate for upper income with no loophole. Make the tax code, so it encourages intact families, not abandonment. Pay for it by cutting the bloat that copies state and local regulations, end the bloated federal bureaucracy that even micromanages, parents raising families.
Polarization falls when Congress does fewer things, not when we hold a seminar. Republicans passed the major civil-rights statutes. After Eisenhower and Nixon the other party turned the next bills into loyalty tests and made obstruction their method. Compromise, in their mouth, means the Republican adopts their bill. I will not sit in that negotiation. The mid-1980s amnesty was a bargain: legalize some, enforce the border. The enforcement half was dropped. By the Clinton years the bargain was a dead letter. Effectiveness is a much smaller federal government that stays out of county and family business and enforces the laws already on the books. I vote with anyone who will shrink the scope. I will not vote to convert.
Yes. Clean nuclear fission that generates cheap electricity for everyone. Uranium is the densest firm fuel we have — centuries still in the ground. Spent fuel is small and solid. Breeders can burn what people call waste. Disposal is engineering, not a slogan. I will vote to license plants and handle the waste. Climate change is cyclical. Man is not the thermostat. The Great Lakes were carved by glaciers. The Sandhills of North Carolina were the beach. Michael Crichton's State of Fear named the method: scare the public, skip the data, pass the bill. They sold a coming ice age in the 1970s. Same tactic, new title. Scare enough people, win? No.
The League’s old job was to help a voter read a candidate, not to run a second party. I am running for the U.S. House. Congress regulates interstate commerce, provides for the common defense, and holds the purse. I will vote to shrink federal work that only copies state, county, and city regulations, and put responsibility back where the Constitution left it. A smaller government can still do the few jobs it was given. I taught chemistry more than thirty years. NSF should fund hard science, measurement, energy, medicine, not agendas or slogans. Elections are for citizens: voter ID, a clean roll, ballots on time. Families raise children. Firm electrical power, nuclear fission and natural gas, even clean coal tech keeps the lights on. Scare campaigns are not science. I will work with any member who keeps Washington in its lane. Compromise is not conversion. I live in North Raleigh. Readers can decide.
