VOTE411 Voter Guide

State Representative District 40

Together, the House of Representatives and the Senate constitute the Connecticut General Assembly (CGA). The General Assembly enacts legislation dealing with state appropriations and finance, public welfare, the environment, public works, housing, education, civil and criminal laws, and other matters. The Senate tries all impeachments of executive and judicial branch officials. In Connecticut, members of the state’s legislative body, the General Assembly, must be at least eighteen years old and reside in the district they represent. Senate and House members serve two-year terms. Candidates were asked to respond to questions developed by local Leagues of Women Voters (LWV). Candidates enter their replies directly into Vote411, and replies are not edited by the LWV.This is the link to the CGA website: https://www.cga.ct.gov/To view sample ballots go to this website:- https://portal.ct.gov/sots/election-services/town-ballots/2026-november-town-election-ballots

I am Dan Gaiewski, I have been involved in SECT politics since 2016, when I was 16 years old. I have served in the Legislature since 2025, where I am currently the youngest legislature. I am a lifelong resident of Groton, graduate of Fitch High School and Hold a Bachelors Degree in Government. I care deeply about our community. For me running is not about politics or power it’s about helping my neighbor and serving the people. I strive to be proof that Government officials do actually work for the people. Prior to serving in the legislature I have been a Political Staffer, Groton Connecticut Fair Rent Commissioner, and Groton Town Councilor.
Priority #1: A state health insurance option for all CT residents. Many constituents tell me healthcare costs have skyrocketed from Trumps ACA subsidy cuts. If we created an affordable public option to compete with the free market and this will lower health insurance costs for everyone regardless if they are on the state plan or a different one cause competition has been created.

Priority #2: The State has a first time home buyer program called Time to Own that provides Down Payment Assistance for individuals who qualify. Instead of Down Payment Support I want to give individuals the option to use this program for Mortage Support if their interest rate is above 5%, and home Insurance. This will my constituents purchase and stay in their homes, build wealth, and address the affordability crisis.
Action #1. Right now with the Donald Trump initiated War with Iran driving up home heating oil and gas prices the legislature needs to suspend the gas tax for the winter months. In a perfect world we would all be using renewable energy but residents have to heat their homes, and put gas in their car and the cost to do that is astronomical. Adding any relief would help many Connecticut residents get through this horrible inflation.

Action #2. The legislature needs to increase the Base number on the Education Cost Sharing Formula and add a COLA to it. The main driver in rising property taxes in the state is because of rising cost in public education but no state support. If we raise the base minimum it would give more money to our municipalities and help reduce property and car tax increases, while also supporting our school system.
We need a Climate Superfund which will make fossil fuel companies pay billions for past Greenhouse Gas Emissions. I want to usee that fund to improve our climate resiliency and infrastructure, and support renewable energy development. As a Representative of a shoreline Town I have seen the costs it is to make sure our community has the resources it needs to protect the shore from rising sea levels that are already causing flooding and damage. In energy development there are currently many opportunities to support solar installations, and the building of off shore wind.
Representing Groton, which is home to the state-run data center, which has been in operation for 10 plus years. The benefit of it has been jobs were created in building, construction, and in operation, and it fills a need of data collection. On the production of new ones the solution will be to find a balance, but I highly doubt they will be a large hyperscale one, as the concerns are really hard to address. The concerns of large consumption of energy that one may take, the environmental effects on an area, the noise they may produce, and making sure the comply with local zoning regulations. Addressing these needed if any are built and those would be the smaller ones already in Groton.
