I have been a proud resident of the Village of Beverly Hills since 1974 and have served on Village Council for the past 12 years. During my three terms, I have served as President Pro Tem, Public Safety Liaison, Planning Commission and ZBA Liaison, and Chair of the Finance Committee.
Professionally, I spent 22 years as a marketing executive with Epsilon and now work as a marketing consultant. I hold an MBA, BSBA, ASIS degrees from Lawrence Technological University. I also serve as member of the Oakland County Senior Advisory Council and as a voting delegate to SEMCOG and the Michigan Municipal League.
I am running for another term because I believe my experience, business background, and commitment to Beverly Hills can continue to make a positive difference. I will focus on responsible financial management, infrastructure and roads, public safety, preserving our neighborhoods, and maintaining transparent, accountable Village government. I bring practical leadership, strategic planning,
1. Roads & Infrastructure: Maintaining our aging roads and infrastructure must remain a top priority. I would support a long-term capital improvement plan, prioritize projects based on need, and aggressively pursue county, state and federal funding to reduce the burden on local taxpayers.
2. Financial Sustainability: We must continue to be good stewards of taxpayer dollars. I would support responsible budgeting, careful evaluation of spending, maintaining healthy reserves, and seeking grants and other funding opportunities while planning for future needs.
3. Public Safety & Quality of Life: Protecting our residents and preserving the character of Beverly Hills are essential. I would continue supporting NEXT, our police and fire services, responsible planning and zoning, and policies that protect neighborhoods, property values and the quality of life we enjoy.
I would address each priority with experience, transparency, fiscal responsibility and a commitment to long-term solutions. RA
My name is Jeff Campbell, and my wife and I moved to Beverly Hills in 2020. I have lived in Oakland County for 23 years, and I never felt at home until we moved to Beverly Hills. Now, I want to give back to the community that has given my family so much support.
Most of my career has been spent in public service. In 2022, I was named Beverly Hills Village Manager, a role that gave me valuable insight into the Village’s operations, infrastructure, finances, and neighborhoods. I am also a licensed attorney with a master’s in urban planning and served for more than ten years as Assistant City Manager and Community Development Director in Hazel Park.
Beverly Hills is more than just my home. It is where my family and others have put down roots, neighbors look out for one another, and people come together around local events. I love the Halloween Hoot. I'm running for Village Council because I want to help protect those qualities while making sure Beverly Hills is prepared for the future.
Infrastructure - Preserving and improving our roads, water and sewer systems, sidewalks, drainage, and other aging public infrastructure must remain a priority for Beverly Hills.
Supporting Effective Village Government – Village staff need the training, technology, equipment, and support necessary to do their jobs effectively. Village services directly affect the quality of life of our residents. I will support a responsive Village government that provides residents with high-quality services while continually looking for opportunities to improve efficiency and effectiveness.
Fiscal Responsibility – Fiscal responsibility does not mean simply spending less. Fiscal responsibility means establishing clear priorities, carefully evaluating expenditures, planning for long-term obligations, and making sure residents receive value for their tax dollars. It also means looking beyond Village revenues whenever possible by pursuing grants, partnerships, and other outside resources.
My wife and I chose Beverly Hills as the place to plant roots and raise our kids in 2010. We have two Groves graduates and a Groves sophomore. My career has been entirely in Risk Management & Commercial Insurance.
I first ran four Council in 2018 at the suggestion of a local business owner who felt a fresh perspective on Council might be beneficial to the community. After two years on Council I was chosen as Council President and have served in that role since 2020.
My focus has been planning for the future and DOING the work. Some accomplishments from my time as President:
- My "Covid project" was working toward sidewalk funding. That resulted in $3M of grant money for the current sidewalk project.
- We've received $600K in grant money toward crosswalks to increase safety on our existing & new sidewalks.
- Wendbrook Park acquired with a $1M grant & a $1M gift to the Village.
- Planning projects completed & in-process will make it easier for future councils to be effective.
Infrastructure. Planning. Funding.
INFRASTRUCTURE: Being thoughtful about roads, water & sewer needs is critical, as much of the village infrastructure is 60+ years old. We have focused on this and have started a regular cadence of budgeted water & sewer projects.
PLANNING: Councils change, and time is wasted when new councils or administrations don't get a clean hand-off on work in progress. Having smart infrastructure and parks planning makes it easier for anyone who comes after us to be effective. We have been completing formal, long-term plan projects for the past six years that will be useful for the next 25 years or more.
FUNDING: Most municipalities struggle with having more needs and wants than funds. Understanding how to maximize outside dollars, prioritize projects and plan effectively is the key to success and dovetails with Planning. The ballot question this fall to aid Road Funding is one example of proactive thinking

I grew up in Beverly Hills as did my Mom. After graduating from MSU with a degree in Conservation Forestry my Husband and I decided Beverly Hills was the perfect place for us to raise a family too. I became interested in our local politics and started attending meetings regularly in 2016, in 2018 I decided to run for Council. I have enjoyed serving this community for the past 8 years and hope to continue serving to make Beverly Hills a place my two children may choose to raise their families as well. When I’m not working on council business I spend my time working in my yard promoting ecological diversity, cheering on the sideline of my son’s soccer games and my daughter’s wrestling matches (Go Groves!), and connecting with neighbors about all sorts of issues they are curious about.
I look for the balance of serving those like my grandma who lived here 75 years and my children who are the future of this space.
The subject we are hearing the most about from residents is the deer population. It is clear the community would like to see the population reduced and I’m in support of that but want to be sure it is done in a humane and respectful way. I believe the next biggest concern in a Village of our age is infrastructure. In the past 8 years, council has taken on some heavy lifts with repairs to bridges, roads, water, and sidewalks. We have employed a planning tool with grant dollars. Continued high focus on infrastructure upgrades with the use of that tool is imperative along with successful grant awards to stretch our tax dollars. This would also include trees. With more frequent strong storms and a very old tree canopy we need to focus on the future of our tree cover in the Village.
Finally the thing that makes Beverly Hills wonderful are the people that live here. Continuing to provide meaningful opportunities for residents to gather and connect should always be top priority.

I am running for Village Council to ensure we maintain our services and prioritize our goals.
1. Preserve and enhance public services and infrastructure in the Village. 2. Continue strong support for our Public Safety Department; something our residents strongly support. 3. Money matters: Work toward a balanced and efficient budget. Prioritize spending by soliciting proposals and bidding out all contracts.
After a career in retail planning and management, we chose Beverly Hills as our place to retire. We have lived in multiple communities over the years, but brought our family here and have a vested interest in helping to make this community the best it can be. I will put to use the lessons learned over 40 years of building and executing plans, assessing priorities, tracking performance with full financial accountability, through to completion.
Our top issues are - delivering on the needs and priorities for all residents not personal agendas that benefit a few, insuring sound and functioning infrastructure, and financial affordability for residents and the Village.
Giving residents what they need begins with listening and hearing concerns. There is no room for pet projects.
Infrastructure requires long term planning, and priorities, most need first, working toward most benefit that will generate future savings. This means thinking about tomorrow not just today.
Never ending water rate increases are not sustainable for residents or the Village. We must rethink financing. Issuing bonds allows fixing and upgrading today, paying later with inflation devalued dollars. Repairing failures and breakdowns as they happen is the least efficient method of maintaining pipes and pumps, roads and streets.
I have lived in the Village for 14 years, in East Beverly, Huntley Square, and West Beverly, so I appreciate the differences between the sub-communities in Beverly Hills. Professionally, I have been a purchasing manager, process consultant, program manager, and account executive. I plan to use my leadership experience to improve collaboration with the residents, streamline decision making to make Council more agile and responsive, and ultimately make the Village more affordable and a better place for everyone. I routinely attend Council meetings, so I understand how to repair the dysfunction through waste elimination, faster decision making, better community engagement, and increased transparency. Too often, I see that the current Council appears isolated and self-serving, advancing their own agendas while subverting the greater good. I pledge to work on behalf of the entire community, be accessible and welcoming to residents and businesses, and improve affordability.
The top 3 priority issues are affordability, deer management, and improving the community engagement model. In 2010, the Village requested an urgent millage increase. Almost 20 years later, the financial health of the Village is strong, yet they plan to extend that millage forever. Now is the time to reduce expenses and eliminate the need for that millage. In addition, current Council refuses to take action to reduce the rising water rates. I will focus on improving affordability without new debt or millages. Regarding the deer, residents have highlighted the need for deer management for many years. We need a multi-year deer management plan that reduces the current herd size and then monitors and manages the population in concert with neighboring communities. Finally, I want Council meetings that are interactive, welcoming, and more productive. Council and Village Management should be more accessible, transparent, and collaborative with the public to improve satisfaction.
