Brief Intro - 250 characters I am a dedicated community leader, professional accountant, and proud resident of Spartanburg County District 6. My career bridges the worlds of financial discipline and compassionate public service.
UPDATE: Unfortunately, recent back surgery and lengthy recovery from it compel me to withdraw from the race.

I bring a unique combination of financial expertise and community leadership to District 6. Professionally, my background as an accountant gives me the strict budget discipline needed to eliminate wasteful spending. My experience in healthcare and customer service has trained me to listen and solve problems under pressure. Nationally, as a local HOA president, I already manage neighborhood infrastructure and zoning. As a mother and grandmother, I have a deeply personal stake in the long-term safety and prosperity of Spartanburg County.
Total Transparency: I will require all council meetings to be fully recorded, live-streamed, and permanently archived online so residents can easily hold leadership accountable. Smart Infrastructure: I will prioritize funding for county roads, traffic reduction, and stormwater management before approving rapid commercial expansion. Budget Discipline: I will use my accounting background to audit county spending, shifting tax dollars away from PR stunts and directly into essential services like fire, EMS, and public safety.
Economic growth must never compromise our neighborhoods. The current council breached public trust by quietly pushing through a multi-billion dollar data center project without proper public input. These facilities drain millions of gallons of our water and strain our power grid while creating very few local jobs. I will fight for an immediate moratorium on new data centers until we have strict zoning laws that protect residential backyards and ensure our local infrastructure is fully protected from corporate encroachment.

Brief Intro - 250 characters I am Frankland Watts and I was born and raised in Upstate South Carolina. I am a dedicated policy research professional, educator, and community activist running for Spartanburg County Council District 6.
From a young age, I knew I wanted to dedicate my life to public service, and be the change I wanted to see in the world. Raised by a widowed mother, I learned the important of fighting for households and communities who are often overlooked by our government.

In 2020, I began advocating for our local unhoused community with United Ministries, raising funds and supporting those in need. I hold a degree in Political Science with a minor in Public Policy from Anderson University. My undergraduate thesis examined the effects of federal education policy on the LGBTQIA+ community, continuing my commitment to advocating for underrepresented communities. I currently work in education and have experience in political campaigns and healthcare.
When elected, my top three priorities will be creating an equitable future, limiting AI, and supporting underrepresented communities.

Through my policy plans, I will seek increased affordable housing and public transportation by restoring our community development fund to previous levels. This plan will also support the next generation of workers through chamber partnerships, stronger connections with manufacturers and trades, which will allow students to enter the workforce with valuable experience and higher wages.

Another priority is to pass my 5-Step Policy Plan to Stop AI, which includes a 3-year data center moratorium, an ordinance prohibiting county agencies from replacing jobs with AI, and increased oversight of OneSpartanburg.
Local governance is the first line of defense for the working class. Every resident of our community—the working person, the retiree, and our next generation—deserves complete and full transparency from this office. Our current county council has betrayed that trust through their support and deception in approving the deeply unpopular $2.8 billion data center that is currently under construction, despite significant constituent opposition.

That is why I propose two ordinances to improve the operations and accountability of our county council:

1: A ban on council members from signing NDA’s.

2: A ban on council members and their businesses from entering into contracts with Spartanburg County to prevent insider profit from taxpayer dollars.
