State Senate District 14
Together, the House of Representatives and the Senate constitute the Connecticut General Assembly (CGA). The General Assembly enacts legislation dealing with state appropriations and finance, public welfare, the environment, public works, housing, education, civil and criminal laws, and other matters. The Senate tries all impeachments of executive and judicial branch officials. In Connecticut, members of the state’s legislative body, the General Assembly, must be at least eighteen years old and reside in the district they represent. Senate and House members serve two-year terms. Candidates were asked to respond to questions developed by local Leagues of Women Voters (LWV). Candidates enter their replies directly into Vote411, and replies are not edited by the LWV.This is the link to the CGA website: https://www.cga.ct.gov/This is the link to Sample Ballots for each Town found on the Secretary of State website: https://portal.ct.gov/sots/election-services/town-ballots/2026-november-town-election-ballots

Owen Weaver for State Senate
I am an experience municipal attorney representing both Republican and Democrat administration throughout Connecticut, including serving as the Town Attorney for Orange. I also volunteer for several organizations, including serving as the President of Amity Youth Lacrosse and as a board member for the Amity Chamber of Commerce, the Orange Economic Development Corp. and the Connecticut Association of Municipal Attorneys. Prior to moving back to my native Orange, CT, I served as an alternate voting member on the local zoning board in the town where I was living at that time.
I will support the following legislative actions:
1. Enacting a property tax cap that is tied to the greater of the rate of inflation or 2%;
2. Eliminating the public benefit charge;
3. Eliminating the tax on social security benefits;
4. Enacting an automatic gas tax holiday if the price of gasoline exceeds $4.00 per gallon. This will result in an immediate savings of $0.25 per gallon;
5. Eliminate unfunded state mandates
6. Adopting the child tax credit
7. Enacting universal pre-k
8. Increasing the base or foundation amount of the education cost sharing grant
I believe that we need to increase the base or foundation amount of the education cost sharing grant to be tied to inflation. I also believe that the formula needs to be adjusted to take into better account the number of special need students in a district. We also need to expand our charter and trade schools.
We need price transparency and we need to enact caps on prescription medication costs. I also believe that Connecticut should ban the practice known as "step-therapy" or "fail-first" which is when an insurance company forces an insured to try the insurer's preferred prescription brands before authorizing the brand prescribed by the medical provider. We need to expand insurance pool options for small businesses and employers.

Connecticut needs to invest is all of its infrastructure, which is aged and failing in places. This includes our coastal resources. We need to fully fund our Special Transportation Fund and make strategic investment in improving our utility infrastructure in areas of known flooding.
