State Representative
I have a diverse background that provides me with well-rounded skill set and experiences. This includes 5 years working for Senator Leahy in his Washington, D.C. office, 12 years practicing law (including as partner) at a small Burlington firm, and then a shift to the non-profit world, with 5 years at the American Red Cross of Vermont & the NH Upper Valley and 9 years at the Greater Burlington YMCA. For the past 2 years, I have served as State Representative for Colchester's Chittenden-20 District.
Delivering quality education to all Vermont students at a price that taxpayers can afford is a core function of government and we can do better. We need the cost savings envisioned through combining administrative services in the Cooperative Education Service Area (CESA) model. We need the cost stability that will come through a foundation formula, which will also move Vermont toward a system that provides greater equality of opportunity for ALL Vermont students. We will rebalance who pays what in our property tax system by creating a new tax category -- those with year-round second homes that are not utilized as primary residences. We are moving toward locally led consolidation of school districts to right-size those governance structures.
While I don't think the evidence supports the idea that permit reform is the panacea to our problems, it is necessary and must have the goal of creating certainty for applicants at a greater speed. An additional component for certainty and speed would entail a re-evaluation of how our current appeals process can be reformed. Additionally, we must fully implement the Community Housing and Infrastructure Program (CHIP), and ensure access to it for more rural, resource-limited communities. Too often, infrastructure costs are what cause a potential project not to "pencil out," leaving much needed housing on the drawing board. Finally, we need to keep a focus on building in designated Tier 1 areas.
