I worked at Oak Ridge National Laboratory for 20 years as a supervisor and approved the budget for benchstocks and stores.
Water and sewage lines need to be updated. The water and sewage line should be updated before roads are repaired, because the water and sewage lines run along the roads. The Anderson County Animal Shelter is slotted to be updated in the near future, but needs oversight to be successful and sustainable.
The libraries should be free and available for everyone. Restrictions can be put in place to keep offensive books out of the hands of children per parent permission.
The reading I have done on the topic looks like it might be a good idea. Something like the Virginia creeper. I would hold making a decision depending on cost, environmental impact and impact to communities.

I've worked in a warehouse, been a clerk, purchasing agent and managed a manufacturing company. After moving to Oak Ridge, I spent 5 years (nearly) selling at Downtown Hardware. Being born in Oak Ridge, I learned the exponential reaction of nuclear bomb and could explain it to you when I was 8 years old. I've fixed an old woman's walker with a 25 cent screw. I've sent pipe, valves and fittings to nuclear plants. I've dealt with hundreds of manufacturers regarding probably tens of thousand items. I taught myself graphic art programs including Photoshop by reading manuals and trial and error. Basically, I'm a well rounded person that worked their way up in life and know what working people need as well as management. And I'm an Eagle Scout so I ALWAYS tell the truth, and ALWAYS put country above my personal feelings.
As I said at the forum by the League of Women Voters, "you can't get a job today without a computer!" Much of Anderson County is rural and poor. These people need access to computers and broadband almost as much as food. When they can work, we all benefit. Oak Ridge had one of the best public transportation systems in the country. I think it's time to work towards that. Many Anderson County residents could benefit from this. Especially since the paper reported that 40% of the county is one flat tire away from not making ends meet. ETHRA is overstretched and many elderly depend upon it for everything from doctor visits to grocery shopping. We also need more affordable daycare for working parents.
