Why am I running?
I am running for a second term on the Murfreesboro City Council because I believe the future of Murfreesboro is worth fighting for every day. I have a proven track record of working to improve infrastructure, holding developers accountable, and keeping taxes low for our residents.
About Me
I am a native to Rutherford County and have seen first-hand the growth we have experienced. I chose to stay in Murfreesboro after law school because I felt the community was well-equipped to raise a family and start a business. I manage a team of over twenty employees and know first-hand the challenges Murfreesboro resident's are facing with affordability and traffic. I'm honored to be running for re-election to serve the City for another term.
The most important responsibility of City Council is to oversee the city’s budget. It is important we focus on funding schools, pay our first responders, and improve infrastructure. Murfreesboro is growing and we must promote a responsible budget that keeps Murfreesboro a wonderful place to live.
As a business owner, I understand the importance of a fiscally responsible budget. While on the Council, I have worked to ensure our City's budget directs money towards items and services which meet our resident’s needs while keeping local taxes low.
My two primary goals are to promote smart development and to keep our community a safe place to live.
Murfreesboro has faced rapid growth in recent years – and our city is expected to continue growing. We must continue to invest in long-term infrastructure.
Our City Council must also focus on keeping our neighborhoods and city safe. By funding law enforcement and crime prevention (and working with community and nonprofit groups) City Council can help reduce and prevent violent crime.
To accomplish these goals, I will continue supporting strategic investments in roads, utilities, public safety facilities, and other infrastructure needed to keep pace with Murfreesboro's growth. I will advocate for responsible planning that encourages economic development while protecting existing neighborhoods and maintaining our quality of life.
To keep our community safe, I will continue to support adequate funding for police, fire, and emergency services. By taking a proactive approach to public safety and planning ahead for growth, we can ensure Murfreesboro remains a great place to live, work, and raise a family.

Why am I running?
Murfreesboro is my forever home, and I plan to raise a family here. I am passionate about ensuring our city's trajectory improves year after year. Hard work is ahead to ensure our future remains bright. Including a concerted focus on infrastructure. Growth should serve the residents already here. Development should add to long-term quality of life. As Councilman, I will steward city resources like they are my own. I will labor over decisions like our next 25 years depend on it. Because they do.
About Me
Jacob Morphis was born and raised in Middle Tennessee and has lived in Rutherford County for the past 27 years. He graduated from MTSU with bachelor's degrees in 2012 and 2013. He currently serves in leadership roles with several agencies and works in the counter-Human Trafficking field. Living a life of service and his love for Murfreesboro have led him to seek election to the Murfreesboro City Council. Jacob is a fiscally conservative, Christian servant leader. The main responsibility of a City Councilman is to serve as a steward of the community by listening to residents, setting policy, and making decisions that protect and improve the quality of life for current and future generations. A council member should responsibly manage taxpayer dollars, guide growth through sound planning, ensure essential services are delivered effectively, and represent the interests of the entire city - not any one group. At its core, the role is about servant leadership: translating the values and priorities of the community into thoughtful, long-term decisions that strengthen Murfreesboro.
I want to ensure we keep pace with growth so residents can continue to enjoy high quality of life. I want to see continued progress on transportation improvements, east-west connectivity, utility capacity, and long-term planning that position Murfreesboro for sustainable success rather than reactive growth management.
Secondly, I want the Council to the extent it can, to foster an environment of connectedness with residents. For example, I admire our nonprofit ecosystem here, and our small business network. Those groups rely on each other and thrive together, even though they compete for resources respectively. We should mirror our community in that regard, and as a non-partisan body, of this great city, we have the best chance to do that.
I would accomplish these goals by supporting long-term infrastructure planning, responsible budgeting, and development decisions while monitoring progress and improvements of the City's Comprehensive Plan and Capital Improvements Program. I would work closely with city staff, regional partners, and fellow council members to advance transportation, utility, and public safety projects that keep pace with growth. To strengthen community engagement, I would prioritize transparency, communicate proactively, and meet residents where they already are. We need to ensure we learn from everyone as a council and that resident voices are heard about important decisions, planning, and the future of our city.

Why am I running?
I am running because I believe public service is a privilege, not a right, and I believe Murfreesboro needs practical, common-sense leadership focused on people, not politics. Murfreesboro is a great community, but we are at an important point in our growth. We are experiencing traffic congestion, pressure on infrastructure, concerns about quality of life, and residents who often feel decisions are happening around them instead of with them. About Me
I am a US Navy Veteran, Experienced 1st responder and have experience in leadership, operations and long-range planning. I have spent my career making decisions in complex, high-pressure environments where you have to balance competing priorities, communicate clearly, and stay focused on outcomes.
The City Council’s role is to set priorities, adopt budgets, pass ordinances, and help guide the long-term direction of the city. The Mayor and Council work alongside professional city staff, who manage day-to-day operations and implement adopted policies.
As a councilman, my responsibility is to help ensure Murfreesboro maintains an appropriate balance between responsible growth and development, infrastructure planning, fiscal responsibility, and public safety. Good government requires practical, common-sense decision making that benefits the entire community, protects quality of life, and remains accountable to residents. Growth matters, but it must be managed responsibly and in a way that serves both current and future residents.
My first goal would be to help ensure Murfreesboro grows responsibly. Growth is inevitable, but growth without planning strains roads, infrastructure, public services, and neighborhoods. I want to ensure infrastructure, traffic management, and city services keep pace with development so we protect the quality of life residents value.
My second goal would be to strengthen public safety and community resilience by ensuring police, fire, EMS, and emergency preparedness have the staffing, training, and resources needed to support a growing city. Public safety must grow alongside Murfreesboro, not lag behind it.
I would accomplish these goals through practical planning, fiscal responsibility, and collaboration. Responsible growth means ensuring infrastructure, traffic planning, utilities, and public services are considered before major development decisions are made, not after problems emerge. I support data-informed decision making and working with residents, city staff, public safety professionals, and the business community to find balanced solutions.
