Financial rigor and data driven decisions, sustaining essential city services, Mouse River Enhanced Flood Protection, Northwest Area Water Supply completion, good stewardship of existing city infrastructure (roads, bridges, facilities, water systems), economic development, housing, support of Minot Air Force Base.
Financial pressures from two generational and concurrent major water projects in an environment where there are those who want property taxes significantly reduced. The Council needs to carefully prioritize what and when we can do to navigate through this constricted resource time in Minot's history working with our state and federal partners to pay for ongoing expenses. I will lead the discussion and help craft the conclusions to which we come.
We are engaged in a review and revision of our Land Development Ordinance with a goal of making it easier and cheaper for develop and build housing. We will actively encourage developers to move projects forward.
The 3% cap is a reality, and Minot will abide by it in crafting our budget. It remains to be seen whether the Council will decide to increase taxes at all in August or September, when staff recommendations as well as other data such as 2027 health insurance costs and Civil Service Commission recommendations are in hand.
I have long experience in private sector business and City of Minot finance and budgeting. My preferred approach is to start each budget at zero and add essential items to build in a prioritized manner. It is essential for the city services our citizens depend on be provided efficiently. Personnel comprise a large part of our budget, so each position must be justified. We need to compensate fairly in relation to the local market. There are many factors we don't control, e.g. fuel costs.
