Strengthening the business community will require a deliberate focus on workforce attraction and retention, the continued development of a stable and predictable workforce business environment, and strategic expansion of available commercial and industrial land. It is crucial that City of Bismarck policies and procedures ensure we are a business-friendly environment for entrepreneurs and expanding businesses. Our new land development code is going to help us create spaces for higher density housing while continuing to have them be attractive. Further, I would support the idea of some tax relief for new home ownership, this would have to be vetted properly to make sure it actually achieves the goal
It will require us to be thoughtful in our budgeting process. As a CPA I understand the value of being good fiduciaries of the resources in trusted to the City. We will need to find ways to become more efficient. To help with the restraints we need to promote growth as that will allow us the ability to continue to provide high level services to our residents
I am a CPA with over 40 years of experience helping clients including governmental agencies develop strong financial statements. In fact, shortly after I was elected I as able to determine the City of Bismarck's General Fund reserve was too high, as a result I led the effort to lower the reserve requirement. This meant we didn't need to continue to collect tax dollars to support the reserve that was too high and provided dollars for some capital improvements.
