The Llano County Municipal Utility District #1 is a state governmental entity that provides water, sewer, and residential trash removal services to the community of Blue Lake Estates and out of District sewer services to the communities of Deerhaven, Sandy Harbor, and The Trails of Horseshoe Bay . LCMUD #1 is subject to the rules and regulations of the Texas Water Code Chapters 49 & 54, and is overseen by the Texas Commission on Environmental Quality for water quality as provided by the Texas Administrative Code, Chapter 290. A five member Board of Directors governs operations with each member serving a term of four years. Elections are conducted in May of even numbered years. Duties of the Board: manage and control all of the affairs of the MUD by establishing policies in the interest of its residents and utility customers by continually reviewing financial and operational policies, procedures, budgets, investments, ad valorem taxes, and utility fees to ensure continuity and quality of district services and, maintain and operate facilities and infrastructure to provide those services. The election is for three positions, and the three candidates with the highest number of votes will be declared as elected.The Llano County Municipal Utility District is often called the Llano County MUD.

I am completing a four-year term on the Board and have served as President for the past two years. I am a retired structural engineer.
The MUD has an aging water plant that needs replacement or a substantial upgrade. The Board has retained an engineering firm to study the alternatives. I serve on the Water committee and have been heavily involved in this issue.
Residents are rightfully concerned about water quality, but the MUD also provides sewer services, garbage collection, street maintenance and fire protection. All of these are important to the Blue Lake community.
Currently a member of the Llano County MUD#1 Board of Directors having been appointed to a vacant position. Earned a BS in Applied Solid State Physics and a MS in Electrical Engineering. 50 years experience in the semiconductor design field and retired in 2017 after 34 years at IBM and 17 years at ClearCube Technologies. National Vice President for the South Central Region of the Society of St. Vincent de Paul charitable organization from 2017 to 2023.
The current water treatment plant is over 60 years old and in need of major repair or replacement. An engineering study has been completed of both the water plant and distribution system. Repairs or replacement will require a grant or general obligation bond. The Board of Directors is working through these options.
Rising cost is a constant concern and the BOD does its best to maintain the services with a minimal cost. The current BOD has also addressed the reserve funds needed to assure financial stability of the MUD. We have great staff that is very responsive to the concerns of the neighborhood.

I am an engineer by training, and worked in many oilfield related technical and business mgmt.. positions throughout my career.
My wife and I have lived in Blue Lake for over 17 years, and seen many challenges arise. I think the most pressing issue at this time is to get resolution to our future water supply, and get it installed by a good contractor at a reasonable cost to the residents here.
The subject I stated in #2 above – future water supply. There is also a lot of talk about a new clubhouse for the golf course, but I don’t know enough about the background yet to have an opinion.
