For District 26, it is important to maintain Gross Production Tax funding to help meet ongoing infrastructure and community needs. I feel it is very important to examine all spending and take a good hard look at the budget. Oil money will not be around forever and committing funding that ties future legislator's hands is irresponsible. I believe all taxes need to be examined so people can keep as much of their own money as possible to they can decide how to spend it instead of the government.
I'm not sure we can do anything to ensure that healthcare costs are affordable. There are to many non-governmental factors that influence those cost. I believe we do have some opportunities with the Rural Health Transformation dollars that have been allocated to North Dakota. Assuring these dollars go toward worthwhile projects is one of the most important responsibilities we can undertake to assist rural healthcare providers.
I think local programs similar to the one recently implemented in McKenzie County that includes down payment assistance, senior housing assistance, and workforce housing collaboration are the most efficient way to deal with housing issues. Housing demands are different throughout the state so it's difficult to imagine a one size fits all program that would meet the needs of communities with varying housing challenges.
I believe in school choice. I believe how and where children are educated is a decision parents need to make. If we believe all children deserve and equal chance then I feel there should be some availability of funding for home school and non-public educational facilities. Parents that choose those avenues pay their taxes too, and should enjoy some educational benefits for their children from those taxes.
I feel current voting methods and access are reasonable in North Dakota. We do struggle a little bit with adequate polling locations in rural areas but with large counties and spread out populations that is a difficult issue to solve in an efficient manner. The availability of absentee ballots assists with this but maintaining a requirement to show identification to receive those ballots is important. Would not be opposed to all in person voting if polling locations can be figured out.
The role of the federal government regarding states' rights is to stay out of issues that are states' rights. There are many, many areas where the federal government gets involved in issues that should belong to the states, more than can be enumerated here. We have to continue to stand up for the rights that are ours. The federal government oversteps in so many areas. The United States Constitution establishes that powers not specifically delegated to the federal government belong to states.
