I would submit bills that would remove obstacles between patients and their providers. Those obstacles include excessive federal regulation, layers of reporting requirements, and policies that drive up costs. Lowering deductibles and ensuring copays count toward deductibles would provide immediate relief for families. Oversight for fraud should be handled by state and local inspectors general—not Washington, D.C. Health care decisions should always be made between a person and their caregiver.
Tariffs are an important tool for keeping trade fair. Some countries use policies that artificially support their own products while insisting on ‘free trade,’ which amounts to a hidden tariff. I am for applying tariffs carefully to help stabilize our economy, support U.S. small businesses and heavy industry, create jobs, and ensure our trading partners play by the rules. They also strengthen national security by fostering an environment where American jobs and industries can grow.
I support policies that stop government from getting too big from high taxes, heavy regulation, and poor energy policy. When government steps back, people have more freedom to build wealth, save money, and keep the economy moving. Energy costs touch everything: groceries, manufactured goods, and getting to work. I support reliable, local baseload energy production, because it helps keep prices stable. I believe less regulation leads to lower costs driven by a healthy, competitive market.
My stance is that the agencies responsible for enforcing immigration policy must be supported and fully funded so they can do their job. Border security is essential to protect our national sovereignty and public safety. I support strict enforcement of immigration laws and asylum must be limited to its intended purpose. I also believe birthright citizenship must be applied according to the Constitution. When necessary and properly authorized, I support a military presence at the border.
The Constitution makes it clear that states have the authority to run their own elections. I believe the federal government should not interfere in that process. I support states that take election integrity seriously by requiring voter ID for every voter and encouraging in person voting on Election Day, except for those who truly cannot get to the polls. Protecting the integrity of our elections starts with respecting the Constitution and empowering states to uphold secure, transparent voting.
Only Congress has constitutional authority to declare war. Congress also holds the power of the purse and provides oversight. The 1973 War Powers Resolution requires the President to notify Congress within 48 hours of using military force and there’s a 60-day window for operations, then 30 days to seek congressional authorization. The executive branch and the President must protect the United States. Failing to act in defense of the nation would cause the president to violate his oath of office.

The Affordable Care Act is anything but affordable. It has driven up costs, and North Dakotans are paying the price. I support putting patients—not insurance companies—in charge through policies like direct-to-patient support. We also need greater price transparency, continued action to lower prescription drug costs, including PBM reform, and aggressive efforts to root out waste, fraud, and abuse in federal programs.
The U.S. is dependent on adversaries like China for critical supply chains, while U.S. businesses face unfair trade barriers. Pres. Trump addresses both through stronger trade policy. While these policies have impacts for our businesses, they are creating new domestic manufacturing opportunities for ND companies. The Farm Bill that I helped advance in the House includes increased funding for market development. Policies like year-round E-15 will boost domestic demand for U.S. corn & soybeans.
The government impacts cost of living mostly through tax, spending, and regulatory policy. I helped pass the largest tax cut in U.S. history, helping the average North Dakotan pay $2,000 less in federal taxes. This bill increased the child tax credit, cut taxes on tips and overtime, and eliminated tax on Social Security for 88% of ND seniors. We also passed massive regulatory relief to increase energy production, stabilize prices long term and improve reliability.
I ran on securing our border, and we are delivering. We passed the strongest border security bill in history, included $175 million to build the wall, and protected taxpayer funded benefits for U.S. citizens only. Border Patrol has restored order after four years of chaos, and Immigration and Customs Enforcement is working with local law enforcement to remove dangerous criminals and make our communities safer.
North Dakota leads the nation in election integrity, with a seamless and proven system that ensures only American citizens vote. Our model works. The rest of the country should follow what we’re already doing successfully—ensuring secure, transparent elections that voters can trust.
Congress’s role in declaring war is defined in the Constitution. We also have an oversight role, which we are fulfilling. At the same time, the president, as commander in chief, must have the authority to act decisively to protect U.S. interests and national security. The president has demonstrated strong and decisive leadership in foreign policy. We need to unite against anti-American terrorist regimes like Iran and focus on achieving a decisive conclusion to this conflict.

Restore and expand ACA subsidies. This will bring some of the 5 million who have dropped their insurance back into the pool. 2. Extend Medicare's $2,000 annual prescription drug out-of-pocket cap and its $35 monthly insulin cap to people with private insurance as well. 3. Crack down on PBMs and make drug pricing transparent. 4. Equalize payments across care settings. 5. Reverse healthcare market consolidation. 6. Introduce price regulation where markets no longer function effectively.
Congress has ceded it's constitutional authority to levy tariffs to the executive branch. The current administration's approach is capricious and creates instability for the United States and its trading partners while driving up prices. It is a regressive tax falling hardest on those with the least.
Congress needs to reset tariffs and signal to the world that our trade policy has stabilized. We need to regulate corporate and private equity ownership of residential property. Reducing tariffs and ending the conflict in the Persian Gulf will help stabilize the cost of construction materials. Comprehensive immigration reform with a humane and sensible work-visa process would help bring in labor to ease the housing shortage and ag labor shortages.
Heavy-handed immigration enforcement by undertrained and lightly vetted, masked agents has eroded our moral authority in the world. A graduate student was snatched in Massachusetts and jailed in Louisiana because she co-authored an editorial in a university newspaper. That is a clear violation of the First and Fifth Amendments. Congress should demand greater oversight of detention facilities to ensure safe and sanitary conditions,
The federal government should offer help and resources but not insert itself into election administration. The federal government should make partisan and racial gerrymandering illegal at all levels of government and fully reform our broken campaign finance system. Elected leaders at the federal level must stop purposely undermining faith in our elections with disinformation and conspiracy theories.
Congress has the power under Article 1 of the Constitution to declare war and to provide for an Army and a Navy and to call forth the militia. They have a duty to the people to be our voice when our sons and daughters are to be put in harm's way. To cede that authority to the executive branch is a dereliction of duty.
