Description of office: The General Assembly is the legislative branch of government in Pennsylvania. It is composed of two houses: the Senate is the upper house, and the House of Representatives is the lower house. A majority vote in both houses is necessary to pass a law. The PA House of Representatives consists of 203 members representing one district each, with an equal number of constituents. Representatives must be at least 21 years old, have been a citizen and a resident of the state four years and a resident of their respective districts one year before their election, and shall reside in their respective districts during their terms of service. The House develops budget packages, makes taxation decisions, allocates spending, and passes laws (including redistricting in collaboration with the Senate). The House also has the exclusive authority to impeach public officials. Rep. Frankel sees the most pressing issues as rising costs of living, access to affordable healthcare, and ensuring safe, healthy communities, including protecting clean air and water. He focuses on practical solutions like strengthening public health protections, investing in infrastructure, supporting working families, and expanding access to care to improve quality of life across the district.
Rep. Frankel supports making it easier for eligible Pennsylvanians to vote while improving how elections are administered, including earlier pre-canvassing of mail ballots, early in-person voting, secure ballot drop boxes, and allowing voters to fix minor mail ballot errors. He voted for the 2025 Voting Rights Protection Act and said he supported it because it would expand ballot access while also investing in clarity and election security.
Rep. Frankel believes the budget process should be more transparent, predictable, and focused on timely outcomes that reflect Pennsylvania’s priorities. He supports earlier negotiations, greater transparency, and reforms that encourage on-time passage so schools, communities, and essential services are not left in uncertainty.
Rep. Frankel supports thoughtful state-level standards to address the impacts of large-scale development on water, energy, and land use, particularly where public health and infrastructure are affected. At the same time, he believes municipalities should retain meaningful authority under the MPC, with state policy designed to complement, not override, local decision-making.
